Federal Grant Accounting, Reporting and Compliance

Location: Montgomery County, Maryland

Engagement: Long-term contract project with potential for temporary-to-permanent conversion

Schedule: Hybrid 3 days on-site 2 days remote

Compensation: $60+ per hour, depending on experience

Project Overview
Our client has an immediate need for an experienced Grants Manager to support the fiscal management, reporting and compliance requirements of multiple grant programs. This is a hands-on, long-term contract assignment for a candidate who can quickly assume responsibility for reimbursement reviews, grant reporting, budget monitoring, drawdown documentation and regulatory compliance. The project may become a temporary-to-permanent opportunity.

Key Responsibilities
  • Review reimbursement requests for compliance with grant agreements, contracts, approved budgets and applicable regulations.
  • Prepare monthly, quarterly and annual fiscal grant reports for management, funding agencies and other external stakeholders.
  • Analyze grant allocations, expenditures, fund balances and related financial activity for accuracy and budgetary compliance.
  • Prepare or review grant-related accounts payable activity and assist with the development of grant budgets.
  • Monitor the fiscal activity and supporting documentation of subrecipients for compliance with federal, state and local requirements.
  • Apply 2 CFR 200, federal cost principles and other applicable grant regulations when reviewing transactions and documentation.
  • Prepare FAR-compliant reports for grant-funded activities, including applicable Cost Accounting Standards requirements.
  • Prepare and review drawdown support, including purchase orders, invoices and change orders, and confirm that all fund releases are properly authorized and documented.
  • Respond to external agency requests and work effectively with finance leadership, program staff, service providers and funding agencies.
Qualifications
  • Bachelor’s degree in accounting and at least five years of relevant grants or accounting experience; alternatively, at least ten years of progressively responsible accounting experience.
  • Demonstrated experience with the fiscal management of grants, including reimbursement review, financial reporting, budget monitoring and compliance documentation.
  • Working knowledge of 2 CFR 200, Uniform Guidance and federal grant cost principles.
  • Experience preparing or reviewing FAR- and CAS-related reports or documentation is strongly preferred.
  • Ability to analyze contracts and grant requirements, identify compliance issues and prepare accurate reports with minimal supervision.
  • Strong judgment, organization, written communication and relationship-management skills.
  • Proficiency with Microsoft Office and Adobe; nonprofit experience and CPA designation are preferred.
