Position Summary

This position provides technical level engineering support to the Bureau of Utilities, Water & Sewer Planning Division, performing GIS mapping and asset management support for the Bureau’s utility, and assisting in planning, operation, maintenance and asset management functions.

Key responsibilities include developing, maintaining, updating and advancing the bureau’s GIS infrastructure for water and sewer utility assets; providing support for GIS applications and assisting the development of high‑level online and mobile tools; ensuring GIS is an integral part of the new Asset Management Software; and assisting the development and implementation of GIS data standards, workflows and quality control procedures.

Starting Salary Hiring Range

$60,923 – $68,744

Essential Duties and Responsibilities
  • Provide technical assistance to the lead GIS Analyst for the Bureau’s water and sewer geodatabase.
  • Assist in implementing and maintaining the Bureau’s GIS system, including digitizing, geocoding, field data collection and other spatial techniques for water and sewer construction and maintenance records.
  • Manage GIS databases of existing water and sewer records, ensuring up‑to‑date accuracy of all maps.
  • Provide GIS and database support to the Maintenance Division, linking the Infor/Hansen work order database with GIS.
  • Ensure work orders issued by field maintenance staff are properly logged and coded in the database.
  • Generate periodic summary of work order activity reports.
  • Support the Bureau’s facility planning, operation and maintenance needs and recommend cost‑effective GIS‑based solutions.
  • Provide special map creation, data layer development and analysis to Departmental GIS users.
  • Aid in developing training procedures and provide on‑site training for all maintenance staff on GIS and Infor/Hansen use.
  • Develop, document and implement geodatabase quality assurance and control procedures.
  • Post and reconcile geodatabase versions and assign data maintenance tasks.
  • Mentor GIS, CAD technicians and interns.
  • Support GIS data creation, conversion and manipulation as needed.
  • Utilize ArcGIS technology for spatial analysis and produce results for engineering and non‑technical staff.
  • Evaluate new software and tools.
  • Assist in maintenance and troubleshooting of network and workstation hardware, software and telecommunications services.
  • Create maps and application tools to assist maintenance and operations staff.
  • Support the county’s Lead/Copper Program with GIS data and review.
  • Manage critical water users list and develop SOP for yearly updates.
  • This position is considered emergency essential; the incumbent will be required to report for regular work shifts during inclement weather or emergencies.
Supervisory Responsibilities

This job has no supervisory responsibilities but performs team leader duties.

Minimum Required Education/Experience

Associate’s degree and one (1) year of related experience or an equivalent combination of education and experience.

Preferred Education, Knowledge,

Skills and Abilities
  • Associate’s degree in GIS, computer science, information technology, engineering or related field and three (3) years of experience in water and sewer distribution and collection systems maintenance.
  • Considerable knowledge of GIS water/sewer mapping systems.
  • Direct experience with work order maintenance and asset management database systems.
  • Basic understanding of network topologies and protocols.
  • Experience reading engineering as‑built drawings and plans; hands‑on PC, laptop and file server skills.
