Assessor Assistant
The Assessing Department is seeking candidates for the position of Assessor Assistant. This position involves all aspects of administering the assessment process. The ideal candidate should have robust customer service skills with knowledge of assessment practices and property tax law, strong technical skills, and great attention to detail. Experience with Microsoft Office and assessing software (TRIO/Vision) is strongly preferred. The ideal candidate will be an experienced Certified Maine Assessor (CMA) or be CMA-certified within one year of hire.
Starting pay will be based on qualifications and budgetary allowance. The City of Ellsworth provides an excellent benefit package.

General SummaryThis is a highly responsible position assisting the Assessor, Code Enforcement and the Planning Department in aspects of administering the assessment process and office operations. Under the general direction of the Director of Urban Planning and Development and in accordance with applicable Maine law, this position assists with conducting the appraisal and assessment of real and personal property for tax purposes and developing the methods and procedures for administering the assessing program.
In the Assessor’s absence, this position assumes all duties and responsibilities of the Assessor, except for those which by law may not be delegated.
Appraisal and Valuation Responsibilities
- Assists in the development and maintenance of a mass appraisal program to appraise all real and personal property for property tax purposes. Assists with the annual evaluation and update of building and land pricing schedules.
- Assesses additions or improvements to structures and new construction. Measures structures and drafts sketches on field cards; enters data into CAMA software. Maintains updated property record cards.
- Assists the Assessor in listing personal property and maintaining accurate business records.
- Performs changes of all deeded transfers of ownership of real and personal property, developing and carrying out necessary recordkeeping.
- Performs title searches from office records to determine land parcel boundaries; advises GIS Department of necessary tax map changes.
- Assists in the review of abatement applications and the preparation of abatement cases to the Ellsworth Board of Assessment Review, the State Board of Assessment Review, and Superior Court. Maintains accurate records.
- Consults with and assists the Assessor on appraisal and valuation issues as requested.
Tax and Fiscal Management
- Assists the Assessor with the completion of the annual commitment.
- Assists the Assessor with the preparation of the annual Municipal Valuation Return and Sales Ratio Study for Maine Revenue Services.
