Position: Engineering/Planning/Surveying (EPS) Technician III Utility Coordinator

Summary

Position involves coordination of utility work and relocations in conjunction with capital projects. Responsibilities include coordinating and meeting with utility companies, designers, contractors, etc. to determine the location of existing utilities, identify conflicts, and determine best methods to avoid or resolve utility conflicts. The primary responsibility is to coordinate proposed capital work with utility companies to minimize construction impacts, prepare utility statements, review utility submissions, track project submissions, and address utility‑related issues that may arise during construction.

This position is considered Report When Contacted (RWC) and may need to report during emergency situations and severe weather events. Must maintain a valid driver’s license.

Essential Functions
  • Inspects infrastructures to ensure compliance with design plans, materials specifications, safety requirements, construction processes, local, state, and federal codes and ongoing maintenance requirements; documents and reports compliance or deficiencies.
  • Designs, develops, or reviews engineering project or site layouts, alignments, profiles, studies, graphs, and other related activities.
  • Compiles and records notes, sketches, test results, inspection data, and other information to document compliance and/or develop designs, specifications, reports, maps, and other geographically based data.
  • Conducts various studies to be used by others to analyze needs or develop plans, record characteristics, and other related activities.
  • Conducts data analysis to determine accuracy of data collected, develop recommendations, develop corrective designs, and/or ensure compliance.
  • Tests or evaluates the quality of materials or designs to verify adherence to contracts and specifications.
  • Obtains survey data such as angles, elevations, points, and contours using electronic distance measuring equipment and other surveying instruments.
  • Calculates or measures area and volume dimensions, horizontal and vertical geometry, profile and component specifications, and material testing dimensions using calculators or computers.
  • Operates computer‑assisted drafting equipment or other tools of the trade, and uses automated information systems and computer software to enter, update, modify, delete, retrieve, and report on data.
  • Reads and interprets plans, specification, blueprints, and other engineering documents.
  • Performs other related duties as required.
Job Requirements

Applicants must have education, training and/or experience demonstrating competence in each of the following areas.

Public Utility Coordination
  • Six months experience in reviewing construction plans and details, project plans, specifications, schematics or technical drawings to determine compliance.
  • Six months experience in reading and interpreting engineering drawings.
  • Six months experience in using an automated information system to enter, update, modify, delete, retrieve/inquire and report on data.
  • Knowledge of coordinating public utility relocations in roadway or bridge construction contracts.
  • Knowledge of interpreting laws, rules and regulations pertaining to public utility relocation and installation in public right‑of‑way.
  • Knowledge of project management which includes planning, developing, implementing, managing and evaluating projects to ensure objectives are met.
  • Possession of a valid driver’s license (not suspended, revoked or cancelled, or disqualified from driving).
