Regulatory Compliance Specialist, Construction Manager/ Foreman, Site Manager
Construction Site Superintendent
We are seeking an experienced Superintendent to lead and coordinate construction activities across public works and K-12 education projects. The Superintendent will ensure projects are executed safely, on schedule, and within budget while maintaining quality and regulatory compliance. This role requires strong construction supervising and construction management skills, proven experience with construction projects including wastewater systems, familiarity with blueprints, and the ability to manage subcontractors and interface with owners, design teams and regulatory agencies.
Knowledge of construction law and public works procurement and compliance is highly desirable.
Key Responsibilities
- Plan, schedule and supervise daily onsite construction activities for public works and K12 education projects, ensuring work progresses on time and within budget.
- Read, interpret and implement blueprints, specifications and contract documents; coordinate with engineers and architects to resolve design issues.
- Direct, mentor and manage craft labor and subcontractors; assign tasks, monitor productivity and enforce quality standards.
- Oversee installation, testing and commissioning of wastewater and related infrastructure systems, ensuring compliance with applicable codes and environmental regulations.
- Enforce safety policies and OSHA standards; conduct regular site safety inspections and toolbox talks to maintain a safe work environment.
- Manage project documentation including daily reports, change orders, RFIs, submittals and asbuilt records; maintain accurate logs for audits and owner review.
- Coordinate procurement and delivery of materials and equipment; verify quantities and inspect received items for conformity to specifications.
- Collaborate with project managers, construction managers and owners to develop and maintain schedules, budgets and resource plans.
- Ensure compliance with construction law, contract requirements, bonding, permitting and public works procurement rules.
- Lead onsite client and stakeholder communication, attend progress meetings and provide clear status updates to project leadership.
Qualifications
- Bachelors degree in Construction Management, Civil Engineering, or related field preferred; equivalent combination of education and experience accepted.
- Minimum 7 years of progressive field experience as a Superintendent or Lead Foreperson on construction projects, including public works and K12 education facilities.
- Direct experience with wastewater systems, utilities work and related construction processes.
- Strong working knowledge of blueprints, specifications, construction documents and standard construction practices.
- Proven ability to supervise and coordinate multiple subcontractors and trade crews on complex construction projects.
- Familiarity with construction law, public works procurement, permitting requirements and regulatory compliance.
- Demonstrated construction management skills: scheduling (MS Project or similar), cost control, change order management and quality assurance.
- Certifications preferred: OSHA 30, First Aid/CPR, CM-BIM or Construction Management certification; CDL a plus.
- Excellent communication, leadership and conflict resolution skills; ability to collaborate with owners, school districts, engineers, inspectors and regulatory agencies.
- Proficiency with construction management software (e.g., Procore, Plan Grid) and Microsoft Office suite.
