Regulatory Compliance Specialist, Project & Program Management
As the Building Safety Programme Manager, you will lead the delivery of a programme of building and fire safety improvement works across the Council's Higher-Risk Buildings (HRBs). Working within a highly regulated environment, you will be responsible for managing projects through all stages of the project lifecycle, ensuring compliance with the Building Safety Act 2022 and associated regulatory requirements. This includes overseeing projects that require engagement with the Building Safety Regulator and ensuring that Gateway requirements, change control processes and other statutory obligations are properly considered throughout project delivery.
You will act as the Council's lead client representative for major building safety works, coordinating consultants, contractors and internal stakeholders to ensure projects are delivered safely, efficiently and in accordance with approved programmes and budgets.
Key Responsibilities- Lead the delivery of building and fire safety capital works across the Council's Higher-Risk Buildings
- Manage projects through design, procurement, construction and completion stages
- Ensure projects comply with the Building Safety Act 2022 and all relevant building, fire and health and safety legislation
- Oversee projects requiring Building Safety Regulator engagement, including Gateway submissions and approvals where applicable
- Ensure project teams understand and comply with HRB-specific requirements relating to design control, construction control and the management of significant changes
- Manage consultants, Principal Designers, Principal Contractors and other specialist advisors throughout project delivery
- Monitor programme budgets, risks, quality, timescales and contractor performance
- Produce reports and programme updates for senior management and governance boards
- Work collaboratively with compliance, asset management, housing and finance teams to ensure successful project outcomes
- Drive continuous improvement and the adoption of best practice in building safety project delivery
We are looking for an experienced programme or project management professional with a strong background in delivering complex building safety, fire safety or major construction projects within occupied residential buildings.
You will have:- Significant experience delivering major construction, remediation, fire safety or compliance projects
- Strong knowledge of the Building Safety Act 2022 and the regulatory framework for Higher-Risk Buildings
- Experience managing projects subject to the Building Safety Regulator's Gateway regime
- A thorough understanding of HRB design, construction and change control requirements
- Experience managing multidisciplinary consultant teams, contractors and external stakeholders
- Knowledge of procurement, contract administration and project governance
- Strong financial management, reporting and risk management skills
- Excellent communication and stakeholder management abilities
