The Enfield Public Schools Adult Education Program is seeking a highly qualified, student-centered Citizenship Teacher to provide instruction to adult learners preparing for the United States Citizenship and Immigration Services (USCIS) Naturalization Interview and Citizenship Test.

The Citizenship Teacher facilitates instruction in U.S. history, civics, government, rights and responsibilities of citizenship, and the English language skills necessary for successful completion of the naturalization process. The successful candidate will create an inclusive and supportive learning environment that promotes civic engagement, cultural understanding, and student success while utilizing culturally responsive and evidence-based instructional practices.

This is a part-time, non-union, at-will position within the Enfield Public Schools Adult Education Program.

Essential Duties and Responsibilities

Curriculum Delivery

  • Develop, implement, and adapt lesson plans aligned with USCIS naturalization requirements and Adult Education best practices.
  • Deliver instruction in U.S. history, government, civics, democratic principles, civil discourse, and civic responsibilities.
  • Provide instruction on federal, state, and local government structures and functions.
  • Connect classroom learning to real-world civic participation and community engagement opportunities.
  • Utilize culturally responsive instructional practices that respect and value diverse backgrounds and experiences.

Naturalization Interview Preparation

  • Prepare students for all components of the USCIS Naturalization Interview and Citizenship Test.
  • Teach the civics content required for the citizenship examination.
  • Provide instruction in the reading, writing, listening, and speaking skills required for successful participation in the naturalization process.
  • Conduct mock interviews and simulated testing experiences to build student confidence and readiness.

Skill Development and Student Engagement

  • Facilitate inquiry-based learning activities that promote critical thinking and understanding of democratic principles.
  • Incorporate interactive learning strategies, role-playing, discussion-based learning, and project-based activities.
  • Encourage active participation and civic engagement through relevant and meaningful learning experiences.
  • Integrate digital literacy and educational technology into instruction.

Assessment and Progress Monitoring

  • Assess student understanding of citizenship and interview-related content through ongoing formative and summative assessments.
  • Monitor student progress toward citizenship goals and adjust instruction as needed.
  • Provide timely feedback and individualized support to maximize student achievement and success.
  • Maintain records of student progress and instructional outcomes.

Student Support and Retention

  • Foster a welcoming, respectful, and encouraging learning environment.
  • Build positive relationships with adult learners and support students in overcoming barriers to educational success.
  • Collaborate with Adult Education staff to connect students with available support services and community resources.
  • Encourage persistence, confidence, and active participation throughout the citizenship preparation process.

Program Administration

  • Maintain accurate student attendance records, progress documentation, and performance reports.
  • Complete all required program documentation in accordance with Connecticut Adult Education policies and procedures.
  • Participate in faculty meetings, professional development opportunities, and program initiatives as required.
Qualifications

Required

  • Bachelor's degree from an accredited college or university.
  • Valid Connecticut Teaching Certificate.
  • Connecticut endorsement in either:
    English to Speakers of Other Languages for Adults (#088), or Noncredit Mandated Programs (#107).
  • Strong communication, organizational, and classroom management skills.
  • Demonstrated proficiency with instructional technology, online learning platforms, and virtual teaching tools.

Preferred

  • Experience teaching citizenship preparation, adult education, ESL/TESOL, civics, social studies, or related programs.
  • Experience working with multilingual learners and culturally diverse populations.
  • Experience teaching multi-level adult education classrooms.
  • Knowledge of USCIS naturalization requirements and citizenship testing procedures.
  • Experience utilizing data-driven instructional practices and student progress monitoring systems.
