Missions in BriefBorn on January 1, 2017, the CCALN, Avre Luce Noye Community of Communes, resulting from the merger of the Avre, Luce Moreuil Community of Communes with the Val de Noye Community of Communes, brings together 47 municipalities and has a population of 21,251. Its territory, traversed by the valleys of the Avre, Luce, and Noye, tributaries of the Somme, covers the Moreuil canton and partly that of Ailly sur Noye.
In the context of its duties as a mayor's secretary:
Assist and advise the elected officials;
Prepare and write administrative and technical documents;
Prepare and write budgetary and accounting documents, accounting, payroll;
Prepare civil status acts and write deliberations and mayor's orders;
Welcome and inform the population;
Manage municipal equipment;
Manage and animate teams of municipal agents if necessary;
Update basic data tables;
Manage and follow specific files towards the public (daycare, library, canteen, school transport, etc.);
Keep the electoral file up to date;
Organize elections;
Register files (urban planning certificates, preliminary declaration, building permits, building permits);
Contribute to sustainable development objectives:
Participate in the eco-responsible approach of the community by limiting the environmental impact of administrative practices (reduction of paper consumption, reasonable management of prints, limitation of trips, selective sorting);
Be vigilant to the optimization of consumables (paper, cartridges, office supplies…);
Participate in the dematerialization of administrative processes, in line with the environmental commitments of the community.
The necessary skills Technical skills:
Knowledge of technical skills in human resources management in the public sector, public accounting and budget management, legal (management of civil status acts, public procurement) Technical knowledge in building security, legal and criminal responsibility for the management of equipment and materials Office computer tools of the type Word, Excel, Power point Internal procedures
- Writing skills – Versatility Legal training
- Mastery of the urban code and related procedures Knowledge of office automation tools and dematerialization solutions (GED, electronic parapheur, digital signature…) Knowledge of good environmental practices applicable to office work (sorting, digital sobriety, energy saving…) Relational skills:

Art. L332-14 of the General Public Service Code - A contractual employee may be recruited for this position in the waiting period for the recruitment of a civil servant. The proposed contract may not exceed one year, renewable for a total duration of two years.
