Position Overview
The Contract Program Project Manager is responsible for leading and coordinating a portfolio of electric transmission, substation, and telecommunications projects from early planning through design, construction, and closeout. This role requires strong leadership, financial acumen, and the ability to manage complex, multi-project environments while interfacing with diverse internal teams and external stakeholders.
This position offers a long-term opportunity with potential for direct hire and is ideal for a seasoned project manager with experience in power delivery or large-scale infrastructure programs.
Key Responsibilities Construction Project Management- Lead cross-functional teams to execute substation, transmission line, and telecommunication projects from inception through closeout.
- Manage 5–20 concurrent projects with budgets ranging from $100K to $50M+ and voltage classes from 4kV to 765kV.
- Maintain accountability for project schedules, identifying risks and mitigation strategies to meet in-service dates.
- Navigate client gate and approval processes, including preparing and delivering presentations to senior and executive leadership.
- Manage project financial performance, including cost forecasting, committed/uncommitted cost tracking, and estimate-at-completion accuracy.
- Coordinate construction, testing, and field activities with approved craft labor vendors.
- Provide regular project status updates through reporting, dashboards, and client‑facing meetings.
- Facilitate and lead project meetings with engineering, construction, environmental, real estate, public engagement, cost, and scheduling teams.
- Develop and manage multi‑year capital expenditure plans supporting transmission and distribution asset replacement and betterment programs.
- Interface regularly with project sponsors to define scope, business justification, schedules, and budget requirements.
- Ensure alignment and efficiency across projects to avoid duplication of scope and inefficiencies.
- Monitor capital investment allocations to align with investment targets and return objectives.
- Support rate case and regulatory filings at both federal and state levels.
- Review engineering estimates, change requests, and scope modifications for accuracy and portfolio alignment.
- Coordinate with accounting teams to establish proper financial structures and project setup.
- Develop reports and analyses to support portfolio tracking, coordination, and execution.
- Establish baseline scopes, schedules, and budgets for distribution to internal and external stakeholders.
- Develop construction life cycles for substation and transmission projects with an emphasis on constructability and outage efficiency.
- Analyze project documentation to define construction boundaries within substations and across the electric grid.
- Conduct site walkdowns and coordination calls to establish achievable construction sequences.
- Evaluate outage requirements and coordinate with adjacent outage schedules to minimize impacts.
- Create and communicate initial outage sequences to project teams.
- Coordinate with drafting and engineering resources to produce engineering‑caliber drawings illustrating phased construction from existing to final conditions.
- Bachelor's degree in Construction, Construction Management, Engineering, or a related field OR equivalent relevant experience in lieu of degree.
- 7+ years of relevant project or program management experience within the construction or infrastructure industry.
- Proficiency in Microsoft Office (Word, Excel, Outlook, PowerPoint, Access).
- Strong knowledge of project controls, including scheduling, cost control, and document management.
- Excellent written and verbal communication skills.
- Strong analytical, organizational, and problem‑solving abilities.
- Ability to manage large workloads and multiple priorities in a fast‑paced environment.
- Working knowledge of Generally Accepted Accounting Principles (GAAP).
- Valid driver's license and ability to meet company driving requirements.
