Location: Englewood, CO

  • Position Type: Contract (Contract-to-Hire)
  • Contract Duration: 12 months
  • Pay Rate: $44.00 $ 47.00 / Hour (USD)

Job Summary

A Construction Permitting Specialist is needed to assist with securing Right-of-Way, Access, Right-of-Entry, and Encroachment Permits associated with overhead and underground transmission and distribution lines. This position will work with various jurisdictions including, but not limited to, Colorado Department of Transportation, Union Pacific, BNSF, Local Railroads, RTD, as well as County and City Road & Bridge and Public Works departments.

Key Responsibilities

Research and Analysis:

  • Complete desktop reviews of project plans and research federal, state, and local construction permit requirements. Typical permits required may include CDOT utility installation permits, Temporary Construction Entrance permits, railroad encroachment permits, ...etc
  • Coordinate with other departments to gather construction details from civil, foundation, line, and restoration stakeholders.

Documentation and Permitting:

  • Prepare and draft construction permit packages for review by the construction permitting lead.
  • Submit permit packages to jurisdictions and track their status through to approval.
  • Assist in coordinating jurisdictional approvals for access, road crossings, and right-of-way occupancy.

Data and Field Support:

  • Update and maintain the project's ArcGIS Online (AGO) site with permit requirements, status updates, and other critical spatial data.
  • Attend field reviews and site visits to gather data, assess constructability, and support the project.
  • Support the change management process by tracking and documenting modifications to construction plans.

Coordination:

  • Work with the Project Manager to facilitate meetings and communications with project stakeholders.
  • Assist in the closeout process for permits and agreements upon completion of construction.
Required Skills
  • Ability to work with a wide variety of internal and external stakeholders, including construction and engineering representatives, and governmental agencies on a daily basis.
  • High level of attention to detail.
  • Excellent organizational skills.
  • Functional knowledge of Microsoft Excel and Word.
Education Requirements
  • Bachelor's Degree in Environmental Science or a related natural science degree from an accredited program and minimum 4 years performing environmental and permitting studies, preparing permitting applications, and analyzing environmental data for various environmental impact projects Required; OR
  • Master's Degree in Environmental Science or a related natural science degree from an accredited program and minimum 3 years performing environmental and permitting studies, preparing permitting applications, and analyzing environmental data for various environmental impact projects Required.

Required Experience
  • Minimum 4 years performing environmental and permitting studies, preparing permitting applications, and analyzing environmental data for various environmental impact projects (with a Bachelor's Degree); OR minimum 3 years in the same areas (with a Master's Degree).
Work Environment / Physical Requirements
  • Driving required; MVR (Motor Vehicle Record) check will be conducted.
  • Position requires attendance at field reviews and site visits.
