Job Description
Basic PurposePositions in this job family are assigned responsibilities involving the direction or supervision of activities related to the determination of eligibility for disability benefits through the Federal Social Security Act. This may include the supervision of professional level staff. Positions in this job family are assigned responsibilities involving providing direction and guidance for program services and operations and coordinating program functions and activities within a unit or area of an Agency division.
This may include direct supervision of professional level staff, responsibility for a work unit of a division or a single program area, assisting in directing a major multifunctional program or unit, or overall responsibility for major program activities involving the principal operations of the Division.
Duties include:
Identifies and informs the Administrator of key issues related to Fiscal Management Services.
Actively participates as a member of the Executive Teams in DDS strategic planning activities.
Provides leadership and supervision of the Division’s Fiscal Management Services unit that is consistent with federal and state compliance requirements and guidelines.
Oversees the established five dimensions of quality, accuracy, cost, customer service, processing time and production.
Pursues continuous improvement of the Division’s Fiscal Services Unit.
Attends, schedules, represents the Division on committees, meetings, conferences, and task forces with satisfactory completion of tasks, reporting and accomplishments of identified and negotiated time frames.
Education and Experience
Bachelor’s degree in accounting, business, public administration or a closely related field and six years of experience in professional accounting or auditing or closely related work, including two years in a supervisory or administrative capacity; or an equivalent combination of education and experience, substituting one additional year of professional accounting or auditing experience for each year of the required education.
Knowledge, Skills, Abilities, and CompetenciesKnowledge of program administration such as overseeing and directing the development, implementation, and evaluation of programs and services; planning and establishing short and long range program goals and objectives. Providing advice to other agency organizational units through consultation. Knowledge of staff supervision acquired through course work, academic training, training provided through an employer, or performing as a lead worker, overseeing the work of others;
OR supervising staff which may include planning, assigning, reviewing, and evaluating the work of others; OR supervising through subordinate supervisors a group of professional, technical, and clerical employees. Knowledge of generally accepted accounting principles and theories; of governmental accounting principles; of budgeting and auditing theories and techniques; of financial statements and reports of accounting ledgers and journals; of cost accounting;
of procurement laws and regulations; of computer technology related to accounting systems and of supervisory principles and practices.
Ability is required to direct the work of others; to review and analyze financial records; to prepare financial reports and statements to communicate effectively; and to direct the operations of multiple units or sections involved in fiscal operations and financial accounting activities.
