Utility Maintenance Laborer

The Utility Maintenance Worker performs essential maintenance, cleaning, and repair functions for the City of Enid’s water and wastewater collection systems, ensuring reliable service for residents.

Reports to:

Utility Maintenance Supervisor, Utility Maintenance Foreman, Heavy Equipment Operator.

• Subject to post‑offer drug screen, physical examination, and criminal background check.
• Must comply with City of Enid’s substance abuse policy, including random testing.
• Hold a valid Oklahoma Driver’s License with an acceptable record.
• Must be at least 18 years old, have a mobile phone, and be able to respond to on‑call requests within 30 minutes.

Provide quality life for City of Enid residents through preservation and maintenance of water and wastewater infrastructure.

• Operate and maintain equipment such as jet nozzles, root cutters, and vortex attachments under the supervision of a Heavy Equipment Operator.
• Assist with closed‑circuit camera operation under a Camera Technician.
• Support installation and repair of utility systems and perform daily preventive maintenance on equipment.
• Set barricades and traffic cones to safely reroute traffic.
• Measure pipe and manhole dimensions for sewer lines.
• Clean shop areas, break rooms, bathrooms, and work tools.
• Operate power equipment: generators, compressors, jackhammers, saws, pumps, and paint sprayers.
• Use hand tools—hammers, screwdrivers, wrenches, grinders, grease guns, welders (if certified).
• Operate valve truck and water pump to remove water from work sites.
• Maintain and repair equipment cleanliness and sanitation, including mowing and weeding lift stations.
• Collect wastewater samples and submit reports to the Oklahoma Department of Environmental Quality.
• Manually excavate and repair utilities, including pressurized water lines.
• Respond to customer calls and complaints.
• Wash and grease municipal vehicles and equipment.
• Assist other departments as needed.

• Education/
  
  Experience:
  
  High school diploma or GED; or six months related experience and/or training; or an equivalent combination.
• Certificates/Licenses: Class D Wastewater license, Class D Water license (within 6 months), Confined Space Certification, Trenching & Shoring Training, and at least 4 hours of continuing education annually.
• Mechanical Knowledge: Understanding of machines and tools, including design, use, repair, and maintenance.
• Skills and Abilities: Independent judgment, attention to detail, basic communication and public relations, support of others, operation of telephone, PC, and copier, pipe repair skills.
• Physical Requirements: Manual dexterity, normal vision with or without corrective lenses, visual and peripheral vision, can lift/carry 50 lb occasionally, climb 16 in steps, work bent, kneeling, or squatting.
• Language, Reasoning, Mathematics: Ability to read, interpret, write reports, speak to customers, apply common sense, solve problem situations, perform basic math with units.

Typical 8‑hour shift (7:00 a.m. – 4:00 p.m., Monday–Friday). 24‑hour call schedule with nights, weekends, and overtime as required. Variable lunch period and breaks coordinated with office personnel.

Outdoor work exposed to changing weather, high traffic areas, high noise levels requiring hearing protection, airborne contaminants, raw sewage, confined spaces, freezing water conditions, vibration, and potential electrical shock.

• Intermediate: 4–6 years experience, advanced safety knowledge, Class C Water and Wastewater licenses, Trenching & Shoring Rescue Training, ability to fill in for Distribution Tradesman, Class B CDL.
• Advanced: 7+ years experience, expert safety knowledge, Class A CDL, Class B Water and Wastewater licenses, vocational or technical training, ability to fill in for Heavy Equipment.
