Brief Description
Under the general direction of the City Manager, assists in the planning, directing, management and review of the activities and operations of the City; coordinates City services and activities among City departments and with outside agencies; provides highly responsible and complex administrative support to the City Manager.

Essential Functions
Performs highly responsible administrative and managerial duties assisting the City Manager in the administration of City government.
Works with the City Manager in planning, organizing, coordinating, and implementing programs on matters affecting assigned areas of responsibility.
Exercises initiative, discretion, and independent judgment within broad policy framework in carrying out policy interpretation.
Assists in the formulation, direction and implementation of major policies and procedures.
Advises the City Manager and department directors on areas of responsibility through oral or written reports.
Meets regularly with staff to discuss and resolve workload and technical issues; develops goals and priorities; monitors operations to identify and resolve problems.
Represents the City and/or the City Manager in meetings, conferences, negotiations, and other functions; serves on various teams, committees, and work groups as assigned.
Evaluates pending or actual actions of other governmental bodies as they may have an impact on the City.
Provides excellent customer service to both internal and external customers.
Responds to and resolves difficult and sensitive inquiries and complaints.
Manages and supervises special projects and task forces.
Serves as the Acting City Manager in the absence of the City Manager.
Ability to arrive to work on time and must maintain a regular and reliable level of attendance.
Performs other duties as assigned or required.
Necessary knowledge, Skills, and Abilities
- Excellent working knowledge of municipal governance and ability to apply general management principles.
- Ability to establish and maintain effective working relationships with officials in local, state and federal government, and in the private sector.
- Demonstrated ability to select, develop, organize, motivate, and effectively utilize staff.
- Complete understanding of budgeting procedures and multi-funded financing operations.
- Ability to gather, compile, analyze, and evaluate a variety of data to make sound decisions regarding that data as it applies to providing services.
- Extensive knowledge of and ability to interpret and communicate to other rules, regulations, and guidelines. prepared by state and federal agencies on a variety of programs.
- Ability to recognize, evaluate, and respond adequately to a variety of policy issues faced by the city.
Master's Degree in Public/Business Administration or equivalent field and five (5) years' of progressively responsible municipal supervisory experience.
Any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.
A Valid Class C Texas driver license and the ability to maintain a satisfactory driving record.
