Transmission Services Analyst I - III (Depending on Experience)

The Transmission Services Analyst series supports the administration and operation of Grant PUD's transmission services program, including Open Access Transmission Tariff (OATT) and Open Access Same-time Information System (OASIS) administration, customer service, regulatory compliance, scheduling, billing, contracts, rates, and business process improvement. Positions range from specialized analysts performing analytical and operational support to senior and lead-level roles providing subject matter expertise, complex issue resolution, technical leadership, work coordination, and strategic support for transmission service operations.

Essential duties and responsibilities may include, but are not limited to, the following:

  • Demonstrated commitment to Grant PUD's mission, vision, values, strategic plan, and Grant PUD/IBEW Local 77 Code of Excellence. The incumbent should be familiar with these organizational priorities and behave in a way that aligns with these expectations.
  • Understand and adhere to compliance requirements for this position that may include laws, regulations, security guidelines, Grant PUD policies & procedures.
  • In this position, if needed to operate a GPUD vehicle for business purposes, please refer to the Vehicle/Asset Usage Policy, IS-TA-POL-001.
  • Actively participate in all aspects of our safety program, including but not limited to:
    Following all safety policies and procedures;
    Alerting supervisors and coworkers to unsafe or hazardous working conditions;
    Reporting any safety incidents or close calls within 24 hours to your supervisor; and Accepting feedback from supervisors and coworkers regarding your own safety performance.

Transmission Service Analyst I:

  • Administer functions of the Grant PUD OASIS site, including maintaining public information and Available Transfer Capability (ATC) postings.
  • Support maintenance of Grant PUD's OATT and assist with compliance with applicable tariff requirements.
  • Monitor regulatory changes that may affect Grant PUD's transmission tariff, business practices, or compliance obligations, and assist with analysis and implementation of revisions.
  • Maintain and support process improvement efforts associated with the OATT and related transmission business processes.
  • Review and evaluate Transmission Service Requests (TSRs), customer information submittals, and planning studies; identify necessary follow-up actions and coordinate with management when issues arise.
  • Assist with development and maintenance of business practices that clearly communicate Grant PUD's transmission business policies and processes.
  • Support compliance-related activities associated with a non-jurisdictional entity providing transmission service as it pertains to compliance with FERC and the Federal Power Act.
  • Identify training needs and partner with appropriate team members and stakeholders to develop and publish training decks.
  • Support negotiations, administration, and ongoing execution of interconnection agreements and legacy transmission service contracts, including related analysis and documentation.
  • Contribute to the development and execution of transmission initiatives and strategies, including research, timeline development, work standards, and supporting implementation of programs and policies.
  • Coordinate and communicate with Grant PUD transmission customers on OATT service applications and inquiries.
  • Support development of transmission scheduling requirements in accordance with North American Energy Standards Board (NAESB) Wholesale Electric Quadrant (WEQ) standards; perform scheduling duties as assigned.
  • Support customer billing for transmission services, including development of billing templates and procedures for invoicing transmission and ancillary services.
  • Collaborate and assist with the Rates and Pricing Department by supplying data, performing analysis, and supporting the ongoing development and adjustment of transmission and ancillary service rates.
