The position works with and under the supervision and direction of the Water Manager. Together, members of the water division, are accountable for the safe, effective, and efficient operation of the City of Ephrata's Municipal Water System.
This system shall include any existing or extensions of city water lines, wells and pumps, reservoirs, telemetering, etc.
Will support the Water Manager with duties that involve planning, scheduling, and directing, maintenance activities in a manner that assures the system is operated according to state and federal requirements.
These duties include establishing work procedures and schedules; purchasing supplies and equipment; maintaining records and preparing reports on activities; participating in the operation and maintenance of the system; ensuring compliance with personnel policies and procedures; informing the public of water system function; and instructing personnel on all aspects of the water system.
Supervision may be exercised over other subordinate personnel.
Assumes the duties of the Water Manager in their absence, thus performs and occasionally directs the activities of a work crew performing a wide variety of Public Works tasks in the construction, maintenance, and repair of the City's water treatment and distribution system. Operate all types of public works equipment and ensure safe work practices of crew. Maintain work records and submit related reports as scheduled or requested.
RECEIVED AND EXERCISED
This Superintendent position involves a high level of skill in construction and maintenance work. Work is performed under the direction of the Water Manager, or Utility Manager in their absence, who reviews work on the basis of results obtained. Assignments are received in writing or orally or according to an established preventative maintenance schedule. In the occasional lead capacity, responsible for other FTE assigned to the division and potentially temporary/seasonal workers in which this position carries out supervisory responsibilities in accordance with the organization's policies and applicable laws.
EXAMPLESOF DUTIES

- The person filling this position must be proficient with the operation of a backhoe, pipe threaders, pumps, and other water department equipment.
- Ensures the efficient operation of deep wells, performs routine tests for chlorine residual and calculates required chlorine application quantities for disinfection of facilities.
- Installs water services, mains, valves, hydrants, etc.
- Supports Water Manager in the development of preventative and corrective maintenance schedules; performs preventative and corrective maintenance on pumps and rebuilds hydrants and valves; performs minor electrical maintenance on electrical panel, controls, and telemetering; inspects pump motors for proper operation and wear.
