Position Summary

Under minimal supervision, perform professional grant administration, accounting, and compliance duties related to the administration, reporting, and maintenance of external funding, including federal and state grants. Apply advanced technical knowledge of federal grant requirements, including Uniform Guidance (2 CFR Part 200), and governmental accounting standards (GAAP and GASB), to ensure accurate financial reporting and compliance with applicable laws, regulations, and District policies.

This role supports the implementation and ongoing administration of processes, internal controls, and procedures for grant‑funded activities, and coordinates with internal stakeholders to ensure effective and compliant use of external funding sources. This position works closely with the Grants Program Manager to support the District’s external funding program.

Essential Functions
  • Collaborate with and support cross‑functional teams researching, identifying, analyzing and prioritizing funding opportunities, ensuring alignment with organizational priorities and financial feasibility.
  • Manage the grant intake process, including maintaining grant tracking systems, monitoring application processes, and supporting the grants pipeline.
  • Administer and manage grants from various external funding sources, including federal and state programs such as FEMA, Infrastructure Investment and Jobs Act (IIJA), legislative appropriations, and other special purpose funding.
  • Coordinate with internal departments to support awareness of funding opportunities and related planning activities.
  • Assist in submitting applications and tracking award status, milestones, and conditions.
  • Provide technical guidance to subject‑matter experts on complying with state and federal requirements, including 2 CFR Part 200‑Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards.
  • Coordinate with Procurement, Accounting, Human Resources, and other teams to maintain compliant processes and documentation ensuring required compliance documents are maintained.
  • Design and strengthen internal controls; update policies, procedures, and reference materials.
  • Configure grants and projects in ERP system, including chart‑of‑account structures and cost‑capture methods.
  • Manage accounting and financial reporting for grants and restricted funds in line with governmental standards.
  • Ensure expenditures meet award terms and regulatory requirements.
  • Develop and maintain data structures, dashboards, and reports for external funding activities.
  • Support configuration, integration, and maintenance of systems related to grant tracking and financial reporting.
  • Develop and deliver training and guidance to staff on external funding processes, compliance requirements, and financial procedures.
  • Communicate effectively with internal and external stakeholders to document decisions, support compliance, and ensure accurate financial outcomes.
  • Lead the coordination of Single Audit planning and coordination; compile documentation and resolve findings.
  • Perform award closeout activities, including final reporting, billing, reconciliation, and record retention.
