Position Summary

Under direction of the Senior Manager Supply Chain/Procurement, provides leadership and strategic oversight for Grant PUD’s operations, strategic procurement functions, and office services. This position ensures that Grant PUD’s procurement of materials, labor, and services are conducted in an efficient, transparent, and ethical manner, and is accountable for developing and implementing initiatives that align with the District’s Mission, Vision, Strategic Plan and Code of Excellence.

Essential duties and responsibilities may include, but are not limited to, the following:

  • Leads one or more departments composed of supervisory, professional, and administrative staff; and provides recruitment, hiring, training, recognition, staff development, performance management, coaching, disciplinary actions, and terminations as appropriate
  • Stays informed on political, business, and contracting/procurement issues and emerging trends that influence organizational priorities and decision-making.
  • Provides strategic direction and technical expertise to Grant PUD staff, current and prospective contractors, and members of the public on a variety of procurement activities, programs, policies, and practices.
  • Guides and consults with Grant PUD staff on contracting methodologies, commercial strategies, and the development of project procurement and contract administration plans, ensuring procurement needs are met in a timely, cost-effective, and compliant manner with all applicable laws, regulations, and internal policies and procedures.
  • Develops, implements, evaluates, and measures department goals, objectives, and metrics to ensure departments meet or exceed expectations for Grant PUD.
  • Maintains knowledge of federal, state, and local regulations, as well as new trends and developments in procurement, supply chain management, and public sector best practices, and incorporates knowledge into department strategies and impacts of changes to Grant PUD.
  • Collaborates with Supply Chain leadership and legal counsel to determine needs and propose contract boilerplate changes/updates.
