Position: County Fiscal Officer 1 (Local Government) - Wayne County Area Agency on Aging

THE POSITION

Join our fiscal team as a Fiscal Officer 1 (HSA) in Honesdale, Wayne County, PA. Put your financial expertise to work supporting essential human services programs while enjoying the stability, benefits, and career growth opportunities of public service in a welcoming community.

DESCRIPTION OF WORK

This position supports the financial operations of county categorical programs within the Wayne County Human Services Agency. Your work will be focused on maintaining accurate records, preparing reports, and reviewing financial data across several grants and programs. As a County Fiscal Officer 1, you will perform the following duties:

  • Grant Accounting:
    Track and reconcile housing related grants and prepare invoices and reports
  • General Ledger Work:
    Prepare entries, reconcile accounts, and maintain accounts receivable and revenue records
  • Program Support:
    Assist the Aging program by preparing reports and interpreting financial data
  • Compliance Monitoring:
    Review invoices, monitor provider expenditures, and ensure adherence to contract limits
  • Budget Assistance:
    Support budget monitoring, cost allocation processes, and audit preparation
  • Supervision Duties:
    Assign work, approve leave, and complete performance evaluations for one Fiscal Technician
WORK SCHEDULE AND ADDITIONAL INFORMATION
  • $2,000 sign on bonus
  • Full-time employment
  • Work hours:

    8:00 AM to 4:30 PM, Monday – Friday, with a 60‑minute lunch
  • May include irregular hours, evenings, weekends or holidays
  • Overnight travel or out-of‑county travel may be required
  • No telework option
  • Salary may be non‑negotiable in some cases

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY QUALIFICATIONS

Minimum Experience and Training Requirements:

  • Two years as a Fiscal Technician and six college credits in accounting; or
  • Five years of bookkeeping experience and six college credits in accounting; or
  • Three years of accounting and/or budgetary experience and a business-related associate’s degree that includes six college credits in accounting; or
  • One year of accounting and/or budgetary experience and a business-related bachelor’s degree that includes six college credits in accounting; or
  • An equivalent combination of experience and training that includes or is supplemented by six college credits in accounting
OTHER REQUIREMENTS

  • You must be able to perform essential job functions.
LEGAL REQUIREMENTS
  • You must pass a background investigation.
  • A conditional offer of employment will require a drug screening.
  • This position falls under the provisions of the Child Protective Services Law. Under the Law, a conditional offer of employment will require submission and approval of satisfactory criminal history reports including mandatory clearances:
    • PA State Police clearance
    • PA Child Abuse history clearance
    • FBI Fingerprint clearance
