Regulatory Compliance Program Lead (Engineering Specialist III)

The Regulatory Compliance Program Lead provides strategic leadership for Parker LORD’s global Transportation, Waste, and Packaging Compliance programs. This role is responsible for developing governance frameworks, establishing standardized business processes, monitoring emerging regulatory requirements, and ensuring global compliance across product transportation, product-related waste guidance, and packaging regulations.

This roles establishes enterprise governance frameworks, implementation strategies, and serves as the functional owner for enterprise transportation and packaging compliance programs, partnering with Supply Chain, Manufacturing, Product Development, Packaging Engineering, Procurement, Global Trade, EHS, Sustainability, and Commercial teams to reduce regulatory risk while enabling business objectives.

Hazardous Materials/Dangerous Goods Compliance

  • Provide enterprise governance and strategic direction for Parker LORD’s global hazardous materials and dangerous goods transportation compliance program.
  • Serve as the technical authority for applicable transportation regulations, including 49 CFR, IATA, IMDG, TDG, ADR, and other applicable global transportation requirements.
  • Develop enterprise transportation policies, procedures, guidance documents, and governance standards.
  • Lead transportation compliance assessments, investigations, corrective actions, and continuous improvement initiatives.
  • Evaluate regulatory impacts of new products, formulation changes, alternate sourcing, manufacturing transfers, and logistics changes.
  • Maintain transportation compliance metrics and ensure audit-ready documentation.

Hazardous Waste Compliance Support

  • Own product-related waste guidance, including governance, standardized business processes, standardized regulatory disclosure processes and regulatory interpretation.
  • Develop and maintain standardized procedures supporting waste characterization requests and customer waste inquiries.
  • Provide technical guidance regarding product-related hazardous waste regulations and disposal considerations based on available product information.
  • Partner with manufacturing facilities, EHS, Legal, and third-party waste vendors to support complex product waste-related regulatory questions.
  • Monitor changes in federal, state, provincial, and international waste regulations and implement required program updates.

Packaging Compliance Program

  • Establish and implement the enterprise strategy for compliance with emerging packaging regulations, including Extended Producer Responsibility (EPR), Packaging and Packaging Waste Regulation (PPWR), and other emerging packaging requirements.
  • Partner with Packaging Engineering, Sustainability, Product Development, Supply Chain, and Procurement to ensure packaging designs satisfy applicable regulatory requirements.
  • Develop packaging compliance guidance, governance documentation, and implementation strategies.
  • Evaluate regulatory impacts of packaging changes and support new product introductions.

Regulatory Strategy & Emerging Regulations

  • Monitor emerging transportation, waste, and packaging regulations.
  • Perform regulatory impact assessments and communicate implementation strategies to business stakeholders.
  • Develop scalable compliance programs supporting new regulatory requirements.
  • Provide strategic recommendations to leadership regarding regulatory risk and business readiness.

Continuous Improvement & Operational Excellence

  • Lead process improvement initiatives across assigned regulatory programs.
  • Develop standardized work instructions, decision trees, guidance documents, and training materials.
