This position involves administrative engineering or interdisciplinary water utility work directing, through subordinate supervisors, either the design functions for the Water Department's capital improvement and expansion programs; or the construction and inspection activities for the Water Department's plants, facilities and structures; or one of the following program functions: green stormwater infrastructure implementation, laboratory services, watersheds, or planning and research.
Coordinating and reviewing the activities of consulting engineers and supervising in‑house engineers, architects, and technicians is a major part of the role. Employees in this class report to the Water Engineering Projects Manager, Water Planning and Environmental Services Manager, Chief Water Transport Operations Engineer, Laboratory Director or an administrative engineer.
EligibilityTo be eligible for this position, applicants must satisfy all of the following:
- Civil Service Status: Presently employed by the City of Philadelphia with permanent Civil Service status in the Water Department with a performance rating of Satisfactory or higher.
- Interdisciplinary Water Resources Specialty: Meets the specialty requirements for the Water Department.
- Education: Completion of a bachelor’s degree program at an accredited college or university with major coursework in engineering, science, city planning, geographic information systems, architecture, landscape architecture or a related field.

Experience:
Five years of technical experience in environmental city planning, environmental science, engineering, architectural, landscape architectural, or geographic information system areas. - Specific
Experience:
One year of experience at the second supervisory level or three years of supervisory experience directing the activities of engineers, architects, scientists, city planners, or GIS specialists in a water utility. - Preferred Classes: (3B72) Construction Engineer 2; (3B79) Design and Construction Project Manager; (3B81) Engineering Supervisor 1; (3B82) Engineering Supervisor 2; (3B91) Water Utility Program Supervisor 2; (3E05) City Planner Manager; (3E23) Geographic Information Systems Manager; (3H14) Environmental Scientist Supervisor.
Candidates who have maintained a bona fide residence in Philadelphia for at least one year prior to the date of the civil service examination shall have priority over all other applicants receiving an identical test score. Applicants must respond to the residence question on the application; documentation may be required if eligibility is questioned.
Physical and Medical RequirementsApplicants must be able to physically perform the duties and work in the environmental conditions required of a position in this class.
Licenses, Registration and Certificates- Registration as a professional engineer issued by the Pennsylvania State Board of Professional Engineers or as a professional architect issued by the Pennsylvania State Board of Examiners of Architects, if required by assignment, upon appointment and during tenure.
- Possession of a Class A and/or Class E license for Water and/or Wastewater Systems Operators issued by the Commonwealth of Pennsylvania Department of Environmental Protection, if required.
- Certification as a GIS Professional (GISP) by the GIS Certification Institute, if required.
- Possession of a valid class motor vehicle operator’s license issued by the Commonwealth of Pennsylvania, if required.
Applicants must submit a copy of their official college or university transcript(s) indicating completion of the educational requirement and all required licenses, registrations or certifications at the time of application. Transcripts must indicate the conferment of the appropriate degree. Foreign degree holders must submit certification of the degree by a professional evaluation service.
Additional NotesThe eligible list for this position will be established the week after the examination and will remain in effect for one to two years. Only a departmental promotional eligible list for the Water Department will be created.
