Position: Civil Engineer (General) - Southeast Region

THE POSITION

The Pennsylvania Public Utility Commission (PUC) is seeking a motivated and detail-oriented individual to join the Bureau of Investigation and Enforcement's Pipeline Safety Division as a Civil Engineer General (CEG). This role is home headquartered and based in the southeastern Pennsylvania region, consisting of Bucks, Chester, Delaware, Montgomery, and Philadelphia counties, and offers a rewarding career path with opportunities for advancement.

DESCRIPTION

OF WORK

The Civil Engineer General serves within the engineering staff of the Bureau of Investigation and Enforcement, performing a range of pipeline safety engineering assignments. These tasks require the interpretation and application of standard engineering techniques, procedures, and guidelines, along with sound engineering judgment to assess regulatory compliance. As a Civil Engineer General, responsibilities include:

  • Safety Inspections:
    Conduct basic inspections and investigations to verify compliance with pipeline safety regulations
  • Incident Response:
    Assist with investigations of reportable and non-reportable incidents and coordinate with outside agencies
  • Regulation Enforcement:
    Support enforcement of Public Utility Commission laws and federal safety rules for pipeline operators
  • Technical Review:
    Review plans, procedures, and engineering operations to assess compliance with required standards
  • Report Preparation:
    Prepare inspection reports, investigative findings, and summaries for legal or administrative use
  • Field Readiness:
    Maintain assigned vehicle, safety clothing, and complete required federal training programs

Please be advised, this home headquartered position requires residency within one of the following southeastern Pennsylvania counties, or the selected candidate must relocate within six months of employment:
Bucks, Delaware, Chester, Philadelphia and Montgomery Counties only.

Work Schedule and Additional Information
  • Full-time employment
  • This position requires moderate travel (including overnight). A state vehicle and all personal protective equipment (PPE) will be provided.
  • Work hours are 8:00 AM to 4:30 PM, Monday - Friday, with a 60-minute lunch.
  • Telework:
    You will not have the option to telework in this position.

Required Experience, Training & Eligibility QUALIFICATIONS Minimum Experience and Training Requirements
  • Successful completion of the Civil Engineer Trainee training program (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • Five years of civil engineering experience in the appropriate specialty, and an Engineer-in-Training certificate issued by or acceptable to the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists; or
  • Four years of civil engineering experience in the appropriate specialty, and an engineer-in-training certificate issued by or acceptable to the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists, and an associate’s degree in civil engineering technology or a closely related engineering discipline; or
  • One year of civil engineering experience in the appropriate specialty, and a bachelor’s degree in civil engineering or a closely related engineering discipline.
Special Requirement
  • This position requires possession of a valid Class C Driver's License.
Other Requirements
  • You must live or be willing to move to and must travel within the geographic area of the Southeast Region that includes Bucks, Chester, Delaware, Montgomery, and Philadelphia counties.
  • Enrollment and completion of designated Pipeline and Hazardous Materials Safety Administration (PHMSA) Training and Qualifications (T&Q) courses in Oklahoma City, OK will be required upon hire.
