We are actively seeking a Proposal System Manager to oversee HRG’s inbound leads and proposal production system, ensuring efficient workflows, consistent quality, and alignment with growth priorities. As the Proposal System Manager for HRG
, reporting to the Vice President of Growth, you will blend leadership with hands‑on proposal support to ensure our processes, tools, standards, and team capabilities are effective, scalable, and aligned with disciplined go/no-go decisions and targeted client pursuits. While this position may be remote, it is highly beneficial to be located within HRG’s current footprint of Pennsylvania and surrounding states.
- Manage the Inbound Pursuits & Evaluation (IPE) system, including workflows, data standards, and go/no-go timelines
- Oversee qualifications-based proposal production across HRG’s core markets
- Partner with technical leaders and client development managers (CDM) for proposal strategy and execution
- Coach and mentor a team of Proposal Specialists
- Lead weekly workload meetings and balance staffing capacity
- Provide hands‑on support for complex pursuits and others as needed based on workload
- Partner with corporate marketing to maintain templates, content, and brand assets
- Support timely follow‑up on inbound opportunities with the VP of Growth
- Use AI tools for RFP analysis, content development, and compliance checks
- Partner with CDMs to align proposal specialist capacity with capture planning and targeted pursuit activities to ensure system readiness and disciplined execution
- Improve proposal workflows, tools, and templates
- Conduct win‑loss tracking and after‑action reviews
- 8–10 years of experience in the AEC industry or related field
- Bachelor’s degree in communications, journalism, English, technical writing, marketing, or related field preferred
- Experience managing a proposal system or supervising proposal staff preferred
- Relevant proposal or marketing certifications are advantageous
- Advanced understanding of civil engineering, planning, infrastructure, and proposal delivery methods
- Experience with a wide range of proposal formats (RFPs, SOIs, SF330s, subconsultant/team-based pursuits, qualifications-based submissions
- Strategic thinker with a focus on continuous improvement and system optimization
- Proficiency in Adobe Creative Suite (InDesign, Photoshop, Illustrator) and common business platforms such as Microsoft Office Suite, virtual meeting tools, project management systems, etc.
- Familiarity with Digital Asset Management (Open Asset), Deltek Vantagepoint, and AI tools highly preferred
- Strong organizational, communication, and leadership skills, with the ability to manage multiple priorities under tight deadlines
- Flexibility to travel to job sites, meetings, and other offices as necessary, which may include overnight stays
- Valid US Driver’s License is required
- Legal authorization to work in the U.S.
