Associate Engineer; Traffic

The City of Escondido invites applications for the Associate Engineer (Traffic) position in the Public Works Department, Streets Division. This role involves professional civil and traffic engineering work, project coordination, and collaboration with the General Plan implementation.

• Plan, coordinate and supervise environmental review, plan checking, and conditional approval of tentative maps and related street improvement plans for private development projects.
• Prepare specifications, reports, correspondence, plans, plats, petitions, diagrams, profiles, cross‑sections, and material and cost estimates for major street and drainage improvements.
• Utilize advanced engineering mathematics to make accurate computations and studies determining grade, drainage, and traffic requirements.
• Act on behalf of the City to resolve engineering problems with project contractors, private engineers, property owners, and developers.
• Serve as project engineer on major engineering and construction projects.
• Serve as major coordinator with the division to implement the General Plan.
• Assist in preparation of the division’s annual budget estimates.
• Supervise the work of a division, professional and paraprofessional engineers, inspectors, and technicians.
• Represent the City at Planning/Transportation Commission meetings, City Council, or other public meetings.
• Perform related duties as required.
• Design engineering structures such as streets, parking lots, traffic signals, medians, and turning lanes.
• Evaluate transportation systems, including traffic striping, signage, and signals, and prepare design plans to improve safety and optimize traffic flow.

• Application of engineering principles to the design, construction, and inspection of streets, storm drains, parks, traffic signals, or wet utilities and related public improvements.
• Drafting and mapping principles and techniques.
• Surveying methods.
• Principles and practices of engineering or planning.
• Hydraulic modeling software for gravity and pressure systems.
• Construction practices for wet utilities, including pipe and reservoir construction, concrete placement, and reinforcement, and water and wastewater treatment facilities.
• Legal and regulatory requirements governing water, wastewater, and reclaimed‑water treatment.
• Mathematical principles.
• Principles and practices of record keeping and report preparation.
• Supervision, training, and performance evaluation principles.
• Occupational hazards and standard safety precautions.
• Office procedures, methods, and equipment including computers and applicable software such as word processing, spreadsheets, and databases.

• Supervise and train professional and paraprofessional engineering personnel.
• Prepare plans, specifications, and technical reports.
• Write clear and comprehensive reports.
• Maintain records and files.
• Provide high‑level customer service to internal and external customers.
• Respond to public inquiries and represent the Department courteously.
• Read and interpret maps, plans, sketches, schematics, diagrams, and blueprints.
• Operate office equipment including computers and supporting software.
• Acknowledge and appreciate the cultural diversity of the community.
• Communicate clearly and concisely, orally and in writing.
• Establish and maintain effective relationships with other employees, outside agencies, and the public.

• Bachelor’s degree in civil engineering or a closely related field.
• Three years of full‑time equivalent experience in design, construction, inspection, and surveying of private development and public works projects, with increasing supervisory responsibility.

• Valid California driver’s license at the time of selection.
• Professional civil or traffic engineer registration in California highly desirable.

• Served in the U.S. armed forces.
• Received an honorable discharge.
• Did not retire from military service.
• Seeking employment with the City of Escondido for the first time.
