Position: Systems Analyst I/II (Public Safety Enterprise Software)

Systems Analyst I/II – City of Escondido

Location Requirement: This position requires on‑site work; remote work is not an option.

Salary: Systems Analyst I: $7,268 – $9,740 per month;
Systems Analyst II: $8,223 – $11,020 per month.

Overview of the Role

The Systems Analyst partners with staff in all departments to leverage technology and deliver municipal services. The role includes project management, effective written and oral communications, and the use of technical skills to support enterprise technologies. The position requires business and data analysis and involves working closely with end users, stakeholders, vendors, and team members.

What You Will Do
  • Ensure enterprise application systems are maintained and function optimally.
  • Create data extracts, reports, and visualization deliverables.
  • Lead system implementation and upgrade projects.
  • Manage the life cycles of technologies and identify future solutions.
Responsibilities
  • Perform complex systems analysis in design, implementation, maintenance, and upgrades of information systems and supporting hardware and software.
  • Program new applications and enhance existing ones.
  • Provide application development support, including installation, configuration, and troubleshooting.
  • Install, integrate, administer, and maintain operating systems; conduct performance analysis and tuning.
  • Establish and maintain security guidelines for program‑level access and password management.
  • Develop relational database interfaces and reports; provide quality assurance for database applications.
  • Design, develop, and implement system modifications and new developments.
  • Support existing systems and respond to technical support requests.
  • Assist in designing and developing new systems, integrating with existing programs.
  • Maintain server performance, security, and user access controls.
  • Plan, develop, and analyze system software changes and evaluate impact on networks.
  • Support the City’s database systems, maintain security, and research new developments.
  • Respond to user requests for system operations or hardware/software problems.
  • Test and support specialized hardware, software, and devices.
  • Operate workstations, servers, tablets, laptops, and printers.
  • Perform related duties as required and provide vacation and temporary relief as needed.
  • When assigned to public safety, perform analytical duties for public safety information systems, manage projects related to safety systems, collaborate on compliance, and participate in on‑call support.
Qualifications
  • Knowledge of information systems operations, application programming languages, hardware components, computer science principles, network technology, database maintenance, system testing and security best practices, SQL, reporting and data visualization, GIS concepts, and relevant federal, state, and local laws.
  • Ability to provide application support, perform complex system analysis and design, respond to user needs, optimize business processes, troubleshoot hardware and software, apply programming languages, configure and test systems, evaluate and implement enterprise applications, interpret technical manuals, instruct users, operate systems, communicate effectively, build relationships, stay current with industry practices, and continuously learn and improve.
Education and Training

Equivalent to a Bachelor’s degree from an accredited college or university with major coursework in computer science, information systems, or related field.

Experience

Systems Analyst I: Four years (full‑time equivalent) of increasingly responsible systems analysis and software application experience. Additional qualifying experience may substitute for the required education on a year‑for‑year basis.

Systems Analyst II: One year of experience equivalent to a Systems Analyst I with the City of Escondido. Additional qualifying experience may substitute for the required education on a year‑for‑year basis.

License or Certificate

Possession of, or ability to obtain, an appropriate, valid driver’s license.
