Position Summary

This Project Manager – Traffic position is open until filled.

Overview

We invite applicants to join a hardworking team providing top‑quality municipal services in a prime North County location. The role is located with the City of Escondido’s Development Services/Engineering Services.

Responsibilities
  • Oversee, supervise, and coordinate all stages of capital improvement projects, working with various divisions, outside agencies, and the public.
  • Provide professional leadership in municipal project and construction management activities, including managing multiple consultants and contractors on complex projects.
  • Prepare technical and financial reports for project authorization, funding, and construction change orders; develop project schedules and phasing plans.
  • Review, evaluate, and negotiate with consultants, prepare RFPs, and ensure compliance with contracts, scope, budget, laws, regulations, and policies.
  • Initiate, plan, and complete work with minimal direction, managing multiple projects from planning to closeout.
  • Coordinate City projects with other agencies, including design, scope, budgets, permits, inspections, and cost‑sharing agreements.
  • Design Capital Improvement Program (CIP) projects and oversee design by consulting engineers.
  • Manage the construction of CIP and private development projects, conduct pre‑construction meetings, approve changes, negotiate change orders, process payments, and direct construction inspectors.
  • Prepare preliminary design reports, permits, and administrative documents and interpret and make decisions in accordance with applicable laws and policies.
  • Provide staff assistance to higher‑level management, participate in committees and boards, and prepare reports and correspondence.
  • Collaborate with departments and outside agencies, serving as a liaison with public and private organizations, community groups, and other social organizations.
  • Respond to and resolve difficult and sensitive citizen complaints and inquiries.
  • Perform related duties as required.

  • Oversee and participate in the management of a public works design, construction and inspection program.
  • Direct and monitor the work of project consultants for regulation, code compliance, contract conformance, and quality assurance.
  • Negotiate contracts with project consultants.
  • Interpret and apply federal, state, and local laws, codes and regulations, and City policies and procedures.
  • Collect, evaluate and interpret complex information and data.
  • Prepare, research, negotiate, and monitor contracts and agreements.
  • Prepare clear and concise administrative and financial reports.
  • Maintain accurate and complete records on programs and operations.
  • Prepare and manage a budget.
  • Interpret technical information for a variety of audiences.
