Position Title
Human Resources Manager
Positionh3>Under the supervision of the Human Resources Director, the Human Resources Manager assists in the development, implementation and maintenance of a fair, equal, and comprehensive HR Program. The role includes HR operations, HR staff supervision, talent acquisition, pay and classification, employee benefits, employee development and training, employee wellness, employee relations and discipline, and strategic planning.
Essential Duties and Responsibilities- Perform Human Resources duties in an office setting.
- Create and maintain Reference Desk Manual of duties and responsibilities.
- Assist in planning HR functions and staff development.
- Support departments by interpreting HR laws, rules, regulations and policies.
- Recommend policy and procedural changes.
- Update the approved salary plan and employee census with the contractor.
- Assist in developing and implementing the department budget, goals and objectives.
- Assist HR staff in completing their duties.
- Respond to information requests from employees, community members, tribal officials and the public regarding HR programs, jobs, benefits.
- Assist employees with iSolved training and issues (timecard issues, tax wizard, EE uploading documents).
- Serve as lead resource for team leaders in handling employee issues, counseling, evaluations, staff training, problem‑solving and consensus building.
- Process complaints regarding sexual harassment, discrimination or other workplace harassment and initiate investigations and disciplinary actions.
- Communicate with the 3rd‑Party background company regarding all submitted background applications; follow up daily for updates and complete adjudication.
- Maintain background reports in secured file cabinet.
- Lead contact with DOJ Fingerprinting Program and maintain documentation.
- Assist with recruitment, interviews, promotion vacancies at Job Fairs.
- Assist HR Generalist with employee benefits: enrollment, benefit forms, form processing, benefit portal entry/deduction reconciliation.
- Check unemployment portal daily and submit required documents for unemployment claims and represent HR at hearings.
- Serve as designated 401k committee representative, attend meetings and assist employees with 401k accounts.
- Supervise and evaluate assigned HR staff.
- Perform duties of Human Resources Director in their absence.
- Maintain employee files and live employee census.
- Assist directors/supervisors with updating job descriptions and uploading approved job descriptions to the HR Shared Drive.
- Maintain confidentiality of all privileged information.
- Contribute to a team effort and perform other duties as assigned.
- Knowledge of tribal, federal, and state laws and regulations related to HR.
- Knowledge of research methods and standard of information for HR.
- Knowledge of policy analysis theory and techniques.
- Knowledge of grant and budget preparation administration.
- Knowledge of funding source agreements and procurement procedures.
- Knowledge of Code of Federal Regulations.
- Knowledge of pay, discipline and termination procedures.
- Knowledge of personnel motivation, organization, supervision and evaluation.
- Knowledge of time management and stress level effects.
- Knowledge of equal opportunity and discrimination laws.
- Knowledge of conflict resolution steps.
- Knowledge of problem solving techniques.
- Knowledge of project evaluation procedures.
- Strong leadership, supervisory, negotiation and interpersonal skills.
- Supervisory skill for training and evaluating staff.
- Delegation and written reporting skills.
- Information grouping and group consensus building.
- Effective team member and communication skills.
- Decisive leadership and sound reasoning.
- Effective listening, speaking and writing skills.
- Bachelor’s degree in Human Resources Management or Public Administration and at least six (6) years of HR experience in a supervisory, managerial, administrative or professional position.
- Certification in employee background investigations and adjudication.
- Four (4) years of supervisory experience.
- Strong computer skills (Word, Excel, PowerPoint) and experience with databases.
- Excellent writing and communication skills with strong organizational and interpersonal skills.
- Punctual and regular attendance; business casual attire required.
