The Eugene Water & Electric Board (EWEB) is looking for an experienced accounting professional to fill the role of Accounting Analyst II. This position will record and monitor accounting transactions, and assist in the preparation of payroll, financial statements, and analysis for the electric and water utilities. Qualified candidates will have a combination of experience performing the following:
- Accounts Payable
- Account reconciliation
- Financial reporting (including monthly and year-end closing)
- Payroll
- Benefit payment processing & reconciliation
- Debt Service Accounting
- Federal & State Grants
- Governmental Accounting
The Accounting Analyst role offers a broad range of responsibilities with room for growth. Key Responsibilities- Record, monitor, and reconcile accounting activities across the general ledger and related sub ledger systems in accordance with accounting standards and policies.
- Prepare monthly, quarterly, and annual financial statements, payroll statements, and capital spending reports; analyze variances and identify trends or discrepancies.
- Support audit activities by preparing work papers, schedules, and documentation; review supporting materials for accuracy and compliance.
- Record cash, investment, and debt-related activity; prepare reconciliations, journal entries, and supporting documentation in accordance with investment and financing policies.
- Assist with accounting and reporting for capital projects, grants, contracts, and affiliated entities, ensuring appropriate accounting treatment and compliance.
- Develop and maintain financial models and analytical tools to support forecasting, budgeting, and utility financial analysis.
- Support operational staff with budget monitoring, ledger inquiries, and interpretation of accounting and financial policies.
- Participate in preparation of financing documents, debt offerings, and ratings agency materials, with guidance from senior staff.
- Apply governmental accounting standards and Generally Accepted Accounting Principles (GAAP) as applied to utilities utilizing computerized accounting systems.
- Ability to analyze complex financial and operational data, exercise sound judgment, and identify risks, trends, and variances.
- Strong technical aptitude with accounting systems, financial modeling tools, and advanced spreadsheets.
- Experience working within established policies, procedures, and regulatory requirements while maintaining accuracy and attention to detail.
- Ability to communicate technical financial information clearly and effectively to a wide range of internal stakeholders.
- Strong organizational, time-management, and prioritization skills, with the ability to work independently and adapt to shifting priorities.
- Collaborative, customer-focused approach with the ability to build effective working relationships and contribute positively to a team environment.

Compensation & BenefitsThe starting annual salary range for this position, based on level, commensurate with knowledge, skills, and education as they relate to the position is: $79,410.19 - $99,262.74.

Minimum Experience: Four years of experience in the assigned area of responsibility.
Recommended skills: Basic understanding of governmental accounting standards and Generally Accepted Accounting Principles.
Education: Bachelor s degree in Accounting, Finance, Economics, or a related field.
