JOB DESCRIPTION

POSITION TITLE: Specialist, English Language Development (ELD)
SERVICE AREA: School Improvement
REPORTS TO: Supervisor, Title Programs
SALARY PLACEMENT: Licensed
TERMS OF EMPLOYMENT: less than 6 months

POSITION PURPOSE: This position provides quality professional development, coaching and consultant
services to support equitable instructional practices in the area of English Language Development in Lane
County School districts. The incumbent is also responsible for convening and providing technical
assistance to the Lane ESDs Title III consortium that includes 20-25 districts located in Lane and other
surrounding counties.

The incumbent must be able to apply equitable and inclusive instructional practices and actively contribute
to developing and maintaining a community of belonging in support of the ESDs goal/vision to eliminate
academic disparities among students because of race, gender, ethnicity, disability, sexual orientation, or
socio-economic status.

PERFORMANCE RESPONSIBILITIES:
1. Develop, coordinate and promote professional development programs, consultant services and direct
student services targeting improvement of ELD instruction and student achievement in alignment with
district goals.
2. Provide training and technical assistance in curriculum, instruction and assessment in ELD and Title III
requirements.
3. Provide technical assistance to Title III consortium districts in the identification of student eligibility for
Title III services.
4. Convene Title III consortium districts for training, collaboration, and needs assessment; disseminate
ODE Title III updates.
5. Maintain knowledge and skills on current research and effective practices in ELD curriculum and
instruction, including culturally sustaining practices.
6. Provide assistance in review of ELD curriculum, materials, and resources.
7. Prepare Title III budget recommendations as requested.
8. Collect and analyze student and program data for Title III grant application or other grant and program
planning activities.
9. Assist supervisor with assigned reports and related activities, including maintaining knowledge of
reporting requirements and deadlines;
Submit program reports as required.
10. Act as liaison with appropriate school district, county and state organizations.
11. Attend staff, planning, and committee meetings as assigned.
12. Other duties as assigned.

QUALIFICATIONS:
1. Valid Oregon teaching license with ESOL endorsement required or ability to obtain prior to first day of
employment.
2. Minimum of three years successful teaching experience in ELD, including demonstrated ability to utilize
culturally responsive instructional strategies and differentiating practices for diverse populations.
3. Demonstrated leadership in the area of ELD instruction and program development required.
4. Successful experience developing and delivering professional development and training to adult
learners in the area of ELD instruction and program development preferred.
5. Demonstrated knowledge of data and assessment systems including the ability to evaluate for
standards alignment, data team usage and formative assessment purposes.
6. Demonstrated ability to make formal presentations and facilitate diverse groups, solicit input and to
synthesize and summarize information.
7. Demonstrated ability to use technology as a tool in daily work and as an educational resource.
8. Ability to work harmoniously with others and to communicate effectively (both orally and in writing)
9. Valid Oregon Driver's License.
10. Ability to meet the physical and mental requirements necessary to perform the essential functions of the
position.

3. Utilize appropriate equipment and software as established for agency use as well as other equipment
and software appropriate to the assignment.
4. Maintain regular and punctual attendance.
5. Confer regularly with immediate supervisor.
6. Follow all District work procedures and reasonable requests by proper authority.
7. Perform program responsibilities in accordance with statutes, administrative rules, policies, and
collective bargaining agreements.
