Position

Purpose:

The Bilingual Early Learning Specialist coordinates and implements quality improvement initiatives, provider supports, bilingual outreach and engagement activities, technical assistance, coaching support, and grant-funded early learning projects through Quality Care Connections. Supports equitable access to early learning services and professional development opportunities for English- and Spanish-speaking providers through culturally responsive relationship-based practices, project coordination, and community collaboration.

Essential Functions:

Coordinate and implement quality improvement initiatives, grant-funded projects, provider support systems, and early learning activities by developing work plans, organizing priorities, tracking deliverables, and ensuring alignment with program goals, funding requirements, and organizational priorities. Provide relationship-based coaching, consultation, technical assistance, and individualized support to English- and Spanish-speaking child care providers and early learning programs through on-site visits, virtual support, observation, reflective practices, and resource navigation.

Develop and facilitate professional development opportunities, trainings, Communities of Practice, and provider learning activities by identifying training needs, coordinating logistics, preparing materials, and delivering presentations in English and Spanish. Coordinate culturally responsive outreach, engagement, recruitment, and retention efforts for child care providers, particularly Spanish-speaking and historically underrepresented providers, through relationship-building, communication, presentations, and community partnerships. Support implementation of quality improvement systems, coaching practices, continuous quality improvement activities, and state or local early learning initiatives by assisting providers with goal setting, planning, documentation, and access to resources and supports.

Develop, adapt, translate, and distribute bilingual communications, training materials, outreach materials, newsletters, presentations, social media content, and program resources to support provider engagement and equitable access to services. Coordinate and support meetings, collaborative initiatives, special events, and community engagement activities by scheduling, organizing logistics, communicating with partners, preparing materials, and supporting implementation and follow-through. Collect, maintain, track, and analyze program data, provider information, participation records, surveys, and documentation to support evaluation, reporting, compliance, continuous quality improvement, and informed decision-making.

Prepare reports, summaries, evaluations, grant documentation, and other written materials for leadership, community partners, funding agencies, and state reporting requirements. Collaborate with Quality Care Connections staff, DELC, school districts, community organizations, higher education partners, and other agencies to coordinate services, strengthen provider supports, and advance program and community goals. Monitor program activities, timelines, expenditures, and deliverables to support compliance with grant requirements, contracts, organizational procedures, and state guidelines.

Research community needs, provider trends, and funding opportunities and assist with development, coordination, and implementation of new projects, initiatives, grant activities, and program improvements. Problem solve and manage sensitive information with appropriate awareness of FERPA standards; maintain confidentiality and sensitivity to the privacy needs of students.
