Position: City Surveyor

Overview

The City of Eugene Public Works Department is looking for a positive and energetic Land Surveyor to manage survey-related functions and projects for the Engineering Division. The role blends self-performed work on publicly funded projects and review of privately funded projects. Work is performed inside and outside of the office. The person acts as project manager, working alongside other technicians and engineers.

A strong sense of survey law, fundamentals, professional ethics and integrity is required.

Responsibilities
  • Establishes survey standards and procedures for Engineering Division project teams and monitors compliance.
  • As project manager, oversees and/or performs boundary surveys on City-owned properties and location surveys of public rights-of-way.
  • Manages City survey and right-of-way location records to meet professional standards; establishes boundary and right-of-way locations for City properties and streets; provides updated records to the County Surveyor’s office.
  • Writes and interprets legal property descriptions and resolves problems from inaccurate or inconclusive descriptions.
  • Maintains and expands horizontal and vertical control networks.
  • Reviews and approves land division plats and participates in reviewing land use applications.
  • Serves as a resource for legal descriptions, monument protection/replacement, and remonumentation surveys.
  • Oversees post-monumentation in subdivisions and monitors compliance.
  • Maintains and calibrates the City’s GPS base station.
  • Coordinates multiple projects and allocates staff resources to meet workload demands.
  • Supervises and evaluates assigned staff; assigns work, provides training, investigates complaints, and handles personnel matters; may administer disciplinary actions.
  • Ensures implementation of the City’s Affirmative Action and Diversity Work Plans and promotes diversity initiatives.
  • Oversees survey assignments performed by Engineering Technicians and identifies training needs.
  • Utilizes computer software including CAD and GIS tools; researches records and prepares reports and maps.
  • Assists the Engineering Development Review Manager in reviewing new development and coordinating with City offices and the public.
  • Represents the Public Works Engineering division at public hearings and meetings; acts as liaison to other divisions and departments.
  • Performs other duties as assigned.
Qualifications
  • Experience:

    Four years of surveying work including at least two years of project management authority and one year of supervisory or lead experience. Any combination of experience that provides the required knowledge and abilities is qualifying.
  • Training:
    Preference for a Bachelor’s degree in surveying technology or related field. Any combination of training that provides the minimum requirements for Oregon licensure is qualifying.
  • License/Certification:
    Registration as an Oregon Professional Land Surveyor or ability to obtain by reciprocity within six months of hire. Possession of, or ability to obtain, a valid Oregon driver’s license. Preference for Oregon Water Rights Examiner Certificate.
  • Knowledge:
    Oregon statutes and legal principles related to surveying, land division, boundaries, and public rights-of-way; survey standards; supervisory principles;
    Lane County Surveyor’s Office practices; GPS and traditional field methods; engineering principles related to public improvements.
  • Ability:
    Plan and organize work, perform various surveys, operate surveying equipment (including Trimble products), use CAD and other software, manage multiple projects, train others, prepare concise reports, read/write legal descriptions, communicate clearly, and work collaboratively in a team.
  • Physical:
    Perform duties that may involve working in varying weather, driving stakes, cutting brush, digging in hard surfaces, and traversing terrain with equipment.
Views on Work Schedule and Environment

The City is shifting to a work environment with primarily in-office work to foster collaboration. New employees must work on-site full-time during the probationary period (typically 12 months). After probation, flexible on-site/remote arrangements may be possible per the Alternative Work Policy.
