Position: Engineering Permit Technician 1 /2, Limited Duration

Engineering Permit Technician 1/2

The Planning & Development Department is seeking a detail-oriented, collaborative professional to join our Building & Permit Services Public Works Review Team. In this role, you'll be at the heart of the City's development review process, helping ensure projects meet our community's standards for safety, sustainability, and quality of life. You'll review a variety of development applications, focusing on access management, stormwater, wastewater, floodplain development, transportation, and other site-related impacts.

You'll apply your knowledge to ensure compliance with Federal, State, and local regulations and collaborate with multiple City divisions on solutions. Along the way, you'll work closely with design professionals, developers, and community members providing clear guidance, technical expertise, and excellent customer service. You'll balance a varied caseload through strong time management, daily prioritization, and effective project planning. Engineering Permit Technician 2: $37.34 - $46.54 hourly / $77,667.20 - $96,803.20 annually

The City of Eugene is shifting to a work environment of primarily in office work to foster collaboration and connection. New employees must work on site full-time for the duration of their probationary period. Following the probationary period employees in the Associate Planner position may utilize a flexible work schedule of 3-4 days a week in the office, per the Alternative Work Policy.

About Limited Duration Positions:

  • This Limited Duration position could last up to 12 months per business need.
  • If you are a current Limited Duration employee, you will not have rights back to your Limited Duration position.
  • Employees hired into Limited Duration positions will be members of the AFSCME bargaining unit and covered by the contract except for items outlined below:
    • Limited Duration employees are at-will and do not have a probationary period; they accrue no seniority, have no bumping or layoff provisions, and have no discipline or discharge rights.
Examples of Duties Performed
- Duties may include but are not limited to the following
  • Conducts technical review of development plans to assure interface of private and public infrastructure complies with applicable policies, procedures, and regulations. Drafts plan review comments addressing deficiencies and/or potential approval conditions.
  • Determines appropriate connection point, materials, and methods of connection of private wastewater systems to the public system. Evaluates applications and issues permits for connections to public sewers and for work within public rights-of-way.
  • Evaluates a variety of issues related to destination and water quality requirements for stormwater discharge from private development including availability of public system, method of connection to public system, compliance with adopted stormwater standards, and evaluation of private systems for capacity and stormwater quality elements.
  • Performs analysis of transportation issues, including, access connection and sidewalk requirements, traffic circulation, need for Traffic Impact Analysis, other potential on-site or off-site improvements, and potential conflicts within the public right-of-way.
  • Identifies presence of Special Flood Hazard Areas on development sites; communicates necessary actions to ensure development meets local, State, and Federal requirements for construction within the floodplain; provides floodplain information to the public; may coordinate the City's floodplain management program, including participation in the National Flood Insurance Program and Community Rating System.
