The Program Manager – Sustainability, EPR & Government Affairs is responsible for leading Pak Tech’s strategy across sustainability, extended producer responsibility (EPR), recyclability, and market access. This position drives a coordinated, system‑level approach to regulatory compliance, eco‑modulation opportunities, recyclability classification, and government affairs engagement. The role serves as the central integrator of EPR program management, sustainability reporting, industry partnerships, and third‑party research initiatives, ensuring Pak Tech maintains a strong compliance posture while advancing initiatives that protect and expand market access.
While the Program Manager executes day‑to‑day regulatory and sustainability activities, the primary focus is on building a cohesive, forward‑looking sustainability and policy platform that strengthens customer value, enhances recyclability outcomes, and positions Pak Tech as a leader in circular materials and responsible packaging policy.
- Administer Pak Tech participation in EPR programs across Oregon, California, Colorado and future jurisdictions.
- Maintain knowledge of producer responsibility obligations, eco‑modulation incentives, reporting requirements and compliance timelines.
- Coordinate internal and external resources to maximize eco‑modulation benefits available to Pak Tech customers.
- Monitor EPR program funding levels, reserve development, fee structures and implementation risks.
- Consult with executive management team to plan and document public policy strategy.
- Monitors and reports on legislative policy efforts that would be adverse toward Pak Tech’s brand.
- Develop and maintain project plans, milestones, dashboards, and executive reporting for sustainability, EPR, recyclability, and market access initiatives.
- Manage external lobbying firms, consultants, research organizations, trade associations, and government affairs partners, including oversight of budgets, deliverables, timelines, performance metrics, and alignment with approved company objectives.
- Supports internal and external communication of Pak Tech's sustainability, recyclability, and circular economy initiatives.
- Provide regular status updates and recommendations to executive leadership regarding project progress, risks, and resource requirements.
- Develop and deploy sustainability department financial budget.
- Engage internal teams, customers, suppliers, and industry stakeholders to support sustainability, EPR, recyclability, and market access initiatives.
- Partners with various departments to produce marketing and educational information on company’s sustainability efforts
- Bachelor's degree in Sustainability, Environmental Studies, Public Policy, Business Administration, Engineering, Supply Chain Management, Political Science, or related field.
- 4+ years of experience in sustainability, regulatory affairs, EPR administration, government affairs, project management, or related fields.
- Familiarity with Extended Producer Responsibility (EPR) programs, Producer Responsibility Organizations (PROs), eco‑modulation frameworks, recycling systems, recyclability standards, FTC Green Guides, and sustainability reporting programs.
