The City of Eugene Public Works Maintenance Division is recruiting for an Application Support Analyst to serve on the Roosevelt Information Technology Services (RITS) Team.
The Application Support Analyst performs a variety of professional and analytical work in software development, application support, and project collaboration across both business and process control environments. The work requires strong technical skills, excellent communication, and the initiative to develop modern, full-stack solutions that serve City staff and citizens alike. Assignments require the use of independent judgment, forward thinking, and a willingness to learn and adapt in a dynamic environment.
SalaryRange
$44.83 - $60.52 per hour; $93,246.40 - $ annually. Starting pay within this range is determined by the City of Eugene based on relevant education and experience as provided by the applicant. This process is consistent with the Oregon Equal Pay Act (OEPA).

ExperienceFive years of progressively responsible experience in software application development, including demonstrable experience with full-stack .NET development, Azure cloud services, and modern web technologies. Experience with C#, SQL Server, Azure Dev Ops, and client-side development is required.
TrainingRequires a Bachelor's degree from an accredited college or university in Computer Science, Information Systems, Software Engineering, or a closely related field. Relevant Microsoft certifications (e.g., AZ-204, AZ-900, AZ-400) are a plus.
Knowledge of- .NET Core / 7+ application framework, C#, ASP.NET MVC, .NET 4 and Microsoft Blazor (Web Assembly)
- Azure cloud services architecture and design - App Services, Key Vault, Azure SQL, Redis, Front Door, Application Insights, Storage Accounts, and Azure Dev Ops
- Azure Bicep for infrastructure-as-code and repeatable cloud resource provisioning
- Client-side development: HTML5, Razor, CSS3, JavaScript, and modern UI/component frameworks
- API design and development: RESTful services, JSON, and real-time communication patterns using SignalR
- Microsoft SQL Server and SQL Server Management Studio - tables, stored procedures, indexes, and performance tuning
- Full-text search and indexing with
- GIS and mapping integration, including ESRI/ArcGIS platform components
- Modern authentication practices:
Easy Auth, OAuth 2.0, OpenID Connect, Microsoft Entra (Azure Active Directory) - Agile Scrum methodology and Azure Dev Ops for sprint management, CI/CD pipelines, and work item tracking
- Microsoft Clean Architecture principles and Dev Ops best practices
- UX design practices: wire framing, prototyping, and user-centered design principles
- Software documentation standards and technical writing
- Multiple platforms, network fundamentals, and information security principles
- Business process redesign, application analysis and design, and data modeling
