The City of Eugene’s Parks and Open Space Division is entering a new chapter shaped by thoughtful planning and a strong commitment to protecting the community’s essential green spaces. With the Urban Forestry Action Plan now adopted as our 15-year guide for canopy health, equity improvements, and climate preparedness, we are well positioned to continue building a resilient and livable city.

We are seeking a Green Infrastructure Operations Manager to guide this established section through the work ahead with collaboration, clear direction, and creativity. Eugene has laid a strong foundation for addressing emerging challenges, including climate impacts, drought stress, the spread of Emerald Ash Borer, and increasing wildfire risk, but advancing this framework will require commitment. District-specific strategies and long-term targets, including the plan to establish more than 214,000 new trees over 15 years, underscore the community’s commitment to a healthier, more resilient future.

The City of Eugene determines starting pay within the range based on relevant education and experience as provided by the applicant in their application materials. This process is consistent with the Oregon Equal Pay Act (OEPA).

  • Leads, manages, directs, and coordinates all activities of the Urban Forestry, Vegetated Stormwater Facilities and Median Maintenance Section of the Parks and Open Space Division of Public Works.
  • Directly supervises and guides multiple work unit supervisors in planning, organizing, prioritizing and implementing work unit budgets, work plans, programs, and associated activities.
  • Provides leadership and directs the implementation of operational programs and policy through direct supervision of work unit supervisors.
  • Develops vision, long range goals and short-range goals for the section. Coordinates the development of policies, procedures, and practices for the section.
  • Coordinates urban forestry, stormwater facilities, and median maintenance work with other sections, divisions, departments, agencies, public utilities, developers, and the general public.
  • Integrates and addresses policies, laws, and regulations, from federal, state, and local levels into a cohesive approach, including the Eugene Code, Eugene Comprehensive Stormwater Management Plan, Eugene Capital Improvement Plan, Clean Water Act, and National Environmental Policy Act.
  • Serves as a member of the Division's Management Team, helping to set the strategic direction and policy of the Division.
