NATURE OF WORK
The Accountant I.II performs professional level accounting functions, including recording and reporting financial transactions, reviewing accounting records, and preparing financial statements and reports. Positions in this class are flexibly staffed and are normally filled by advancement from level I or, when filled from the outside, require previous and directly related experience.
Accountant I is under general supervision; this is the entry-level class in the professional accounting series. Employees entering the class have limited related work experience. The Accountant I class is distinguished from level II by the performance of less than the full range of duties assigned to level II. Employees are expected to exercise more independence and initiative as procedures and processes of assigned areas of responsibility are learned.
Accountant II is under general supervision; this is the journey-level class in the professional accounting series and is distinguished from level I by the ability to perform the full range of duties with considerable independence and initiative and only occasional instruction or assistance.
ESSENTIAL DUTIES, KNOWLEDGE, SKILLS, AND ABILITIESAccountant I:
- Knowledge, skills, and abilities to perform essential duties including governance, teamwork, problem-solving, relationship-building, customer service, detail orientation, technology proficiency, policy adherence, time management, result orientation, data analysis, decision-making, self-motivation, stewardship, integrity, and EDGE core values adherence.
- Ability to listen, read, understand, and communicate in English both orally and in writing.
- Attend and communicate effectively for scheduling conflicts or leave according to city policy; punctual attendance is expected.
- Performs a wide variety of complex and routine accounting duties.
- Participates in annual budget process.
- Assists with annual audit of City financial records; prepares reconciliations and year-end entries; prepares work papers for external auditors.
- Assists with procurement under applicable requirements.
- Responsible for financial tracking of the City and ERA’s fixed assets; coordinates annual audit of fixed assets; prepares accounting entries for general fixed assets.
- Assists other departments with grant planning, compliance, and project budgets.
- Performs grant-related post-award functions, including budget and expense analysis, financial reporting, reimbursement requests, and grant closeout as required by applicable requirements.
- Performs internal auditing functions such as quarterly purchasing card audits, cash drawer counts, and revenue reconciliations.
- Processes tax returns and related notices; prepares tax reports and analyses as requested by management.
- Processes business license applications and renewals; engages with the business community to increase collections where applicable.
- Performs bi-weekly payroll procedures in a backup role and supports payroll analysis and reporting.
- Cross trains and serves as a back-up for other finance and accounting functions.
- Knowledge of GAAP, GASB, GAAS; knowledge of automated accounting systems; basic payroll practices.
- Ability to learn and use the City’s automated financial systems.

Accountant II – In addition to the previous functions:
- Reviewing and posting VISA allocations; reconcile bank accounts monthly.
- Process month-end close and perform monthly analytical review of City books.
- Prepare quarterly billing to Fire District, District 6, and High Plains Library District.
