Nature of WorkThe Deputy City Clerk is under general supervision and provides administrative functions to coordinate and support the City Clerk’s office, including maintenance of records, licensing, elections, cemetery administration, council agenda process, and official actions in the absence of the City Clerk. The position assists other assigned staff and the general public with inquiries about City operations, services, ordinances, events, and other information.
Essential Duties and Responsibilities- Perform all essential duties safely and satisfactorily, including municipal governance, teamwork, problem‑solving, relationship-building, customer service, detail orientation, technology proficiency, policy adherence, time management, research, decision‑making, self‑motivation, stewardship, integrity, and adherence to EDGE core values.
- Listen, read, understand, and communicate in English orally and in writing for correspondence, report writing, and emails.
- Maintain punctuality, good attendance, and effective communication for scheduling conflicts or leave.
- Assume City Clerk functions and responsibilities in the City Clerk’s absence.
- Serve as backup for City Clerk for City Council and Urban Renewal Authority, staff meetings, prepare and review minutes and packets, and prepare notices for public hearings.
- Staff Planning Commission, Zoning Board of Appeals, Water and Sewer Board, and Parks and Recreation Advisory Board meetings, prepare minutes and packets, and prepare notices for public hearings.
- Analyze records‑management needs and develop policies, procedures, structures, and retention schedules; conduct reviews of departmental records.
- Consult with departments on records‑management issues and provide training on policies, retention schedules, and technologies; serve as records contact for State Archives.
- Implement technological solutions for document flow and training on the system.
- Support City Clerk in liquor licensing, other licensing, election duties, voter registration, and absentee ballot processing, Colorado Open Records Act requests, cemetery records management, and administrative citation appeal hearings.
- Serve as backup to Customer Service Unit.
- Provide administrative assistance to Legal, including research, drafting, reviewing, formatting documents, and maintaining files.
- Maintain thorough knowledge of federal and state statutes, local ordinances, procedures, and trends and ensure implementation.
- Interpret municipal codes and policies for staff and coordinate code revisions.
- Represent City in meetings with professional organizations, agencies, and the public.
- Complete special assignments such as research, reports, and presentation of technical information.
- Serve as Notary Public.
- Apply City codes, regulations, and publications related to elections and licensing.
- Implement and maintain electronic document and imaging systems.
- Accurately transcribe drafts of minutes from audio and other resources.
- Effectively review license applications for completeness and conformance.
- Research City code, resolutions, and ordinances, and prepare oral and written reports.
- Perform additional duties as assigned.
- High school diploma or equivalent; equivalent combinations of education and experience considered.
- Five years of professional administrative experience.
- Valid Colorado driver’s license or ability to obtain within six months of hire.
- Certified Municipal Clerk (CMC) designation or ability to obtain CMC certification within four years of employment.
- Bilingual in English and Spanish.
- Experience in the public/municipal sector.
- Requires prolonged sitting, visual concentration, listening, speaking, standing, reaching, twisting, manual dexterity, occasional lifting up to 25 pounds; work performed in office setting.
