NATURE OF WORK: The Chief Building Official is under general direction and manages the day-to-day administration of the Building Division within Economic Development Department; provides management and oversight to all building-related processes within the Department, performs permit processing, plan reviews, inspections, code development/adoption, code interpretations, and issuance of certificates of occupancy; collaborates with other city departments and external customers; and provides highly responsible and complex administrative support to the Economic Development Director.

  • Functions as an advisor for department using independent judgment and decision making to provide the necessary guidance to achieve operational and long-range results.

  • Manage the review process relating to a variety of residential and commercial permits and plans for compliance with adopted building codes and standards.
  • Perform residential and commercial plan reviews.
  • Conduct field inspections of residential and commercial projects.
  • Participate in the land development process as needed.
  • Advise, consult, and provide information to the Economic Development Director regarding the compliance and enforcement of building codes and property maintenance codes.
  • Compile statistical information; create reports; and enter database information.
  • Consult with internal and external stakeholders on building code related issues; recommend code amendments; and offers solutions to technical problems and code enforcement actions.
  • Present code adoption and amendments to City Council.
  • Make final decisions on code interpretations.
  • Provide assistance to various City advisory boards and commissions.
  • Interpret and explain building codes and regulations.
  • Provide advice in the development of short- and long-term plans; gathers, interprets, and prepares data for studies, reports, and recommendations.
  • Conduct inspections of buildings and structures that may be structurally compromised, proceeds through enforcement actions through the building safety code violation process by issuing written or posted notices to vacate premises, as necessary; proceeds with monitoring case for compliance.
  • Respond to building code violation complaints, conduct inspections, as necessary, proceeds through code violation process enforcement actions, and monitors compliance cases; issues written citations for failure to comply; and assists in the prosecution of building code violators.
  • Recommend and implement changes to policies and codes.
  • Expert knowledge of the theory, principles, practices and methods of building construction disciplines, codes and standards.
