Supervisor of:
Foster & Transfer Coordinators, departmental volunteers, and associated volunteers at all campuses.

Essential Duties and Responsibilities Staff and Department Supervision
  • Supervise Foster & Transfer Coordinators by assigning work, developing schedules, approving time off, ensuring adequate coverage, and providing day‑to‑day leadership and support.
  • Participate in recruitment, onboarding, coaching, performance management, employee development, recognition, and corrective action.
  • Serve as the primary escalation point for operational questions and concerns related to fostering and transfer.
  • Maintain proficiency in all departmental functions and routinely perform frontline duties to support operations.
  • Recruit, train, schedule, and supervise foster care and transfer volunteers to maintain an effective volunteer program.
  • Maintain department supply inventories and coordinate ordering for all campuses.
  • Develop, document, implement, and monitor department protocols and SOPs under the direction of the Behavior Manager, ensuring compliance with PACFA regulations and organizational standards.
  • Collect and analyze department data, prepare monthly reports, and monitor key performance indicators.
  • Assist with annual budget planning and manage departmental expenditures within the approved budget.
  • Serve as the Department Volunteer Supervisor (DVS) and participate in organization and volunteer program meetings as assigned.
Foster and Transfer Operations
  • Provide day‑to‑day oversight of the organization’s foster and transfer programs, ensuring timely placement, movement, and continuity of care for animals.
  • Oversee foster operations, including fundraising appointments, home inspections, animal placement, monitoring animal health and behavior, and coordinating follow‑up with veterinary, behavior, or operations staff.
  • Coordinate and, when necessary, perform animal transfers to and from placement partners and other facilities, including overnight and out‑of‑state transport.
  • Routinely perform the duties of a Foster & Transfer Coordinator to support daily operations and provide staffing coverage.
  • Safely handle, vaccinate, examine, medicate, and transport animals in accordance with organizational protocols.
  • Participate in euthanasia decision‑making and perform euthanasia as assigned.
  • Operate organization vehicles in support of foster, transfer, and other operational needs.
Other Duties and Responsibilities
  • Represent the organization at community events, partner meetings, off‑site adoption events, and outreach activities to strengthen relationships, increase visibility, and support organizational goals.
  • Assist in planning, coordinating, and participating in community engagement initiatives, foster recruitment efforts, and placement partner events that promote animal welfare and build community partnerships.
  • Coordinate the organization’s annual Placement Partner Recognition event and foster positive, collaborative relationships with rescue and transfer partners.
  • Serve as a community liaison for foster, transfer, and placement partner relationships as assigned.
  • Cross‑train in and provide operational support to other shelter departments as needed, including Veterinary Services, Behavior & Enrichment, Animal Care, and Client Services.
  • Participate in organizational meetings, committees, and cross‑functional work groups as assigned.
  • Perform other duties as assigned.
Qualifications Education / Experience
  • Minimum of an Associate’s Degree or equivalent work experience.
  • Minimum one year of proven staff supervisory or applicable lead experience, or six months of current organization lead experience.
  • Minimum one year of experience in animal welfare, animal care, animal health or applicable industry required.
  • Hands‑on experience with companion animals required; previous animal foster care coordinator experience highly desirable.
  • Animal euthanasia and vaccination certification or experience desired.
