Reports to Fiscal Officer
Pay Range: $28.00 - $31.00 per hour (annualized $58,340 - $64,480)
Summary Of PositionThe Grant Accountant is responsible for maintaining expertise in public funding rules and regulations, auditing periodic reports submitted by CNE’s subgrantees, and providing financial training and technical assistance to multiple stakeholders. This person ensures subgrantee procedures and the use of grant funds comply with local, state, and federal requirements applicable to each grant. Additionally, the Grant Accountant performs annual risk assessments for all of CNE’s subgrantees, keeps CNE’s subrecipient manual up to date, and conducts periodic financial site visits and audits as needed.
The successful candidate will have prior experience in federal and state discretionary grant management and strong interpersonal skills with the ability to collaborate and build relationships with multiple stakeholders. This person is a self-starter with strong analytical skills, attention to detail, and a commitment to data accuracy and integrity.
Job Duties
- Grant Accounting
Collaborates with CNE leadership team in the development of funder budgets and applications. - Participates in, and provides input on, the financial components that go into subcontracting agreements.
- Collects periodic expenditure reports (monthly and quarterly) from subrecipients and reviews for accuracy and completeness.
- Submits accurate budgets, amendments, and periodic expenditure reports to funders in a timely manner.
- Provides assistance to subrecipients with budgeting and forecasting and identifies need for budget amendments.
- Subrecipient Monitoring
Performs ongoing financial monitoring of subrecipient budgets, forecasts, and expenditure reports to ensure compliance with CNE and funder rules and regulations, including review of subrecipients’ receipts, payroll records, and other expenses charged to the grants. - Conducts annual risk assessments for CNE’s subrecipients to inform internal financial audit requirements and site audit schedule.
- Collects and reviews independent audit reports from subrecipients and ensures audit findings are addressed and corrected.
- Training and Technical Assistance
Works directly with subrecipients to ensure understanding of subgrantee requirements; assists in developing systems and procedures to strengthen internal controls and ensure compliance with grant requirements; ensures data accuracy and integrity of subrecipient accounting and financial reporting; provides support and technical assistance to internal and external partners on subrecipient monitoring and federal/state financial regulations as needed.
- Subgrantee Audits
Performs on-site and/or virtual financial audits of subrecipients as needed; participates in planning and scheduling site audits; assists with audit reports.
- Leadership and Development
Presents the mission, vision, and values of CNE in all responsibilities; seeks improvements to enhance efficiency and processes; participates in staff meetings, trainings, and performance assessments; pursues professional development opportunities.
- Additional Duties
As assigned.
- Bachelor’s degree in accounting or related field and at least three (3) years of grant accounting experience.
- Strong knowledge of GAAP and federal/state cost principles and regulations.
- Demonstrated intermediate knowledge of OMB Circulars and Uniform Guidance.
- Highly proficient with Microsoft Excel.
- Ability to communicate technical information to non-technical audiences; highly organized with excellent attention to detail.
- Ability to manage time and tasks efficiently to meet deadlines.
- Ability to handle confidential and sensitive information discreetly.
- Demonstrated respect and acceptance of all individuals and communities served by Childcare Network of Evanston.
