Regional Quality Control Manager

Fa  Global are seeking an experienced Regional Quality Control Manager to lead quality governance on a landmark, $400M+ multi-year heavy civil design-build mega project in Massachusetts. This complex infrastructure build encompasses extensive structural bridge widening and replacements over active highway lanes, passenger/freight rail lines, and environmentally sensitive waterways. Operating with direct site authority, you will manage a team of dedicated quality inspectors and third-party testing laboratories, serving as the central technical liaison between the project team, joint-venture partners, and State Department of Transportation (Use the "Apply for this Job" box below).

Key Responsibilities & Authority
  • Establish, implement, and enforce the project Quality Management System (QMS) in full compliance with owner specifications, state DOT standards, and federal regulations.
  • Lead, mentor, and manage an on-site team of Quality Control Inspectors, field engineers, and independent testing laboratory personnel across multiple active work shifts.
  • Serve as the primary quality point of contact for DOT representatives, third-party oversight engineers, and agency auditors to maintain project momentum and ensure zero-rework delivery.
  • Provide senior-level technical oversight for mass concrete placements, structural steel fabrication/erection, driven pile verification, deep foundations (cofferdams/micropiles), post-tensioning, and Accelerated Bridge Construction (ABC) sequencing.
  • Oversee pre-construction material submittals, inspect vendor fabrication facilities, conduct root-cause analysis on non-conformances (NCRs), and lead continuous preventative action reporting.
  • Collaborate closely with Project Managers, Superintendents, and Field Engineers to integrate quality controls directly into daily construction operations, schedule planning, and job hazard analyses.
Required Qualifications & Experience
  • 10+ years of heavy civil construction experience, with at least 5 years in a dedicated Quality Control Management or Quality Director capacity on major infrastructure projects.
  • Proven track record on large-scale ($100M+) design-build, heavy highway, or bridge construction projects involving complex structural steel, mass concrete, and marine or pile foundations.
  • Demonstrated success working directly with State DOT authorities (e.g., VDOT, PennDOT, MassDOT, or equivalent) and managing third-party testing agencies.
  • Bachelor's Degree in Civil Engineering, Construction Management, or a related technical discipline (equivalent hands-on industry leadership experience will be considered).
Certifications
  • State DOT Quality Management / QC Manager Certification (or ability to obtain via reciprocity).
  • ACI Concrete Field Testing / Concrete Inspector certifications.
  • OSHA 30-Hour Safety Certification.
  • Professional Engineer (PE) license is a strong plus, though not strictly required.

Strong proficiency in reading complex bridge/highway plan sets, interpreting geotechnical reports, managing submittal logs, and utilizing digital quality auditing tools.
