Procon seeks an experienced Project Manager to support the District of Columbia Department of General Services (DGS) and DC Public Schools (DCPS) Capital Construction Program in Washington, DC. The selected candidate will serve as the Owner’s Representative, managing and supporting school modernization, renovation, capital improvement, and facility infrastructure projects throughout the full project lifecycle, including planning, procurement, design, preconstruction, construction, occupancy, closeout, and turnover.

Projects may include occupied school renovations, major modernizations, additions, athletic facilities, campus improvements, and building systems upgrades.

Ideal candidates will have experience with K-12 schools, educational facilities, higher education, or public-sector capital improvement programs; however, professionals with comparable commercial, municipal, healthcare, government, transit, or institutional construction experience will also be considered. This role requires various skills and experience as listed below.

Qualifications and Skills
  • Bachelor’s degree in Construction Management, Engineering, Architecture, Building Construction, Project Management, or a related field.
  • Minimum of 5 years of construction or capital project management experience; 7+ years preferred.
  • Demonstrated experience managing projects through design, procurement, construction, closeout, and occupancy.
  • Strong knowledge of project controls, scheduling, budgeting, cost management, and construction administration.
  • Experience reviewing design documents, construction drawings, specifications, schedules, and other technical documentation.
  • Experience supporting public-sector, municipal, or other large capital construction programs.
  • Strong written and verbal communication, coordination, and stakeholder management skills.
  • Proficiency with Microsoft Office Suite and project management software.
  • Familiarity with school operations, stakeholder engagement, phased construction, summer acceleration projects, and occupancy constraints in active educational environments.
  • Experience coordinating with government agencies, permitting authorities, regulatory agencies, and utility providers.
  • Knowledge of Critical Path Method (CPM) scheduling, Primavera P6, project controls, change management, and construction claims analysis.
  • Demonstrated ability to manage multiple concurrent projects and priorities within a large capital portfolio.
  • Strong organizational, analytical, problem-solving, and decision-making skills.
  • Ability to work effectively with owners, contractors, design professionals, consultants, government agencies, and other project stakeholders.
  • Professional certification such as PMP, CCM, PE, RA, LEED AP, or equivalent preferred.
  • Experience serving as an owner’s representative, program manager, or construction manager preferred.
Responsibilities and Duties
  • Manage multiple projects throughout the full project lifecycle, from planning and design through construction, closeout, and occupancy.
  • Lead project planning, scope development, procurement support, and design management activities.
  • Review project drawings, specifications, schedules, budgets, Guaranteed Maximum Price (GMP) proposals, change orders, and contractor proposals.
  • Conduct site visits and field observations to monitor construction progress, quality, safety, and schedule performance.
  • Coordinate project activities among DGS, DCPS stakeholders, design teams, contractors, regulatory agencies, and third-party consultants.
  • Support the development and implementation of portfolio-wide standards, procedures, best practices, and project delivery strategies.
