Job Summary

The Controller oversees the organization’s accounting operations and ensures the integrity and accuracy of all financial data and reporting. Reporting to the Chief Financial Officer (CFO), this position manages the daily functions of the accounting and payroll departments, including general ledger integrity, financial reporting, budget coordination, and compliance with Generally Accepted Accounting Principles (GAAP) and other regulatory standards. The Controller serves as the primary liaison for external audits and third-party reviews, ensuring sound internal controls and transparency.

Working closely with the CFO, the Controller provides financial analysis and insights that support informed decision-making and organizational goals. This position provides management and supervision to designated staff and fosters a culture of accuracy, accountability, and continuous improvement within the department.

  • Plans, directs, and coordinates all accounting operations, ensuring compliance with CHC’s internal control framework. Implements, monitors, and evaluates processes to maintain appropriate segregation of duties and a robust internal control environment.
  • Manages the accumulation, consolidation, and analysis of all financial data to ensure accurate reporting of consolidated business results, including revenue specific to Washington State FQHC operations and maintains monthly estimates of PPS reconciliation payable/receivable from Washington Health Care Authority
  • Coordinates the preparation of timely and accurate internal and external financial statements and reports. Ensures revenue is recorded in accordance with GAAP and federal/state reimbursement rules, including capitation, value-based care incentives, risk-sharing payments, wraparound payments, and alternative payment methodologies (APMs).
  • Serves as the primary contact for external auditors, coordinating annual audits and ensuring timely resolution of findings.
  • Coordinates activities related to external tax return preparation and ensures compliance with all applicable tax regulations.
  • Provides management with accurate financial insights and analyses to support data-driven decision-making, including payer reimbursement modeling, multi-year financial forecasting, and productivity analysis.
  • Leads and is directly responsible for the preparation, development and administration of the organization’s annual operating and capital budgets. Collaborates closely with department leaders to develop departmental budgets, providing guidance, tools, assumptions and financial training. Ensures staffing models, productivity standards, payer reimbursement assumptions, grant budgets and strategic initiatives are integrated into the organization-wide budget.
