Breast and Cervical Cancer Early Detection Coordinator (Eastern WA Region) – Health Service Consultant 3
Full‑time, non‑permanent appointment supported by the National Breast and Cervical Cancer Early Detection Program. Funded through June 30, 2027. Hybrid work arrangement: onsite at the DOH facility in Spokane, WA, and up to 40% travel throughout the Eastern Washington region.
Key Responsibilities- Lead implementation of the NBCCEDP across Eastern Washington counties (Adams, Ferry, Garfield, Lincoln, Pend Oreille, Spokane, Stevens, and Whitman).
- Build and maintain collaborative relationships with healthcare providers, community organizations, tribal nations, local health jurisdictions, and state agencies.
- Coordinate service delivery to increase access to breast and cervical cancer screening services.
- Provide technical assistance to contracted healthcare providers regarding program requirements and clinical guidelines.
- Manage provider contracts, claims processing, and reimbursement activities.
- Support providers in delivering high‑quality, patient‑centered screening services.
- Monitor program performance, service utilization, and data quality.
- Conduct site visits, annual reviews, and compliance monitoring activities.
- Ensure adherence to federal, state, and program‑specific requirements.
- Support strategies that reduce barriers to cancer screening and follow‑up care.
- Use data and community partnerships to improve access for populations experiencing health inequities.
- Contribute to efforts that improve cancer prevention, early detection, treatment outcomes, and survivorship.
Candidate must meet one of the following options:
- Six (6) or more years of federal or clinical contract or grant management and consultative experience in healthcare, health services, public health, or an allied field.
- Bachelor’s degree in Public Health, Health Care Administration, Public/Business Administration, or a closely allied field; AND three (3) or more years of federal or clinical contract or grant management and consultative experience in healthcare, health services, public health, or an allied field.
- Experience working with clinical healthcare partners, including FQHCs and community clinics.
- Managing grants, contracts, and budgets.
- Developing and implementing clinical healthcare program policies and procedures.
- Planning and evaluation of health service delivery programs.
- Facilitating and coordinating committees, work groups, or task forces.
- Understanding of principles of health equity and how they can be applied in the public health context.
- Master’s degree in public health, health administration, social work, or another health‑related field.
- Proficiency with electronic medical records systems/software.
- Experience coaching partners and/or contractors on best/promising practices.
- Experience with patient navigation and clinical customer service.
- Knowledge of strategies to increase cancer screening in a clinical environment.

Working Conditions- Travel: frequent travel throughout Eastern Washington; statewide and out‑of‑state as needed; possible overnight or multiple nights lodging; must operate a state or privately owned vehicle.

may require work beyond 40 hours per week; standard business hours Monday–Friday 8 a.m.–5 p.m., with flexibility as needed. - Tools and Equipment: laptops, cellular devices, Microsoft Teams, SharePoint, Zoom.
- Customer Interactions: daily contact with office‑level managers, staff, clients, and state, federal, and national organizations.
- Environment: hybrid workplace; smoke‑free, drug‑free, alcohol‑free, scent‑neutral; may participate in public health emergency preparedness and response activities.
