At Care Director USA (CD USA), you’ll lead application delivery for a statewide Medicaid care management platform, building delivery infrastructure, processes, and systems from the ground up. This role is for a hands‑on technology leader who drives product delivery, scales applications, and enables secure, reliable technology in a regulated healthcare environment.
Job SummaryCare Director USA (CD USA), an Area Agency on Aging–owned joint venture supporting Ohio’s Medicaid service delivery system, is seeking a hands‑on delivery leader who also serves as the organization’s Chief Security Officer.
This is a builder role for a doer‑leader who thrives in growth environments, someone who can design delivery infrastructure, lead application development and deployment, and scale platforms, while owning security and regulatory outcomes. Security is a core accountability of this role, but application delivery, development, and platform enablement are the primary day‑to‑day focus.
You’ll partner closely with the CEO, engineering team, and statewide partners to ensure CD USA delivers reliable, secure, and mission‑critical technology at scale.
Responsibilities Application Delivery & Product Execution (Primary Focus)Own end‑to‑end application delivery for a statewide Medicaid care management platform
Build delivery infrastructure from scratch, including governance, planning cadences, prioritization, and release practices
Lead application delivery across the full product and application lifecycle
Improve delivery predictability, quality, and execution across internal teams and vendors
Translate strategy into operational execution and measurable outcomes
Align scope and priorities across AAAs, Managed Care Organizations, state agencies, and partners
Support modern application development and Dev Ops‑aligned workflows
Establish scalable engineering and platform standards that enable speed and quality
Support API‑driven integrations and platform growth across statewide partners
Strengthen deployment, observability, rollback, and operational readiness practices
Security, Privacy & Compliance (Executive Accountability)Serve as the designated Chief Security Officer for CD USA
Own the organization’s security posture, privacy program, and risk management strategy
Ensure applications operate within regulated healthcare requirements (e.g., HIPAA‑aligned environments)
Maintain audit‑ready posture as the platform scales
Lead incident response readiness, vendor risk management, and access controls
Balance delivery priorities with security and risk considerations through pragmatic decision‑making
Reliability & Operational ExcellenceDefine and manage service‑level objectives for availability, performance, and service quality
Lead incident response and post‑incident learning with a blameless mindset
Build reliable systems that scale with increased usage and integrations
Leadership & Stakeholder StewardshipLead as both a strategist and a hands‑on operator
Communicate clearly with technical and non‑technical stakeholders
Model accountability, transparency, and mission‑driven decision‑making
Partner closely with the CEO, founding engineers, and COA leadership
Qualifications Required- 10+ years in application delivery, product development, engineering operations, or technology leadership
- Proven experience building delivery systems, processes, and governance from scratch
- Strong background in modern application development and platform delivery
- Experience operating in regulated, complex, or public‑sector environments
- Ability to move fluidly between strategy and hands‑on execution
- Healthcare, Medicaid, managed care, or health‑adjacent technology experience
- Familiarity with healthcare security and compliance frameworks (e.g., HIPAA, SOC 2, HITRUST, NIST‑aligned controls)
