IT Business Analyst Senior Specialist

Full Time | Permanent

Salary Range: $94,620 - $127,248 Annually

Telework/hybrid

The Washington State Department of Corrections has an exciting and dynamic opportunity to fill a Senior IT Business Analyst role. The successful candidate will independently analyze and document business requirements for key enterprise applications, translating them into technology requirements for mission‑critical projects across the agency.

Responsibilities
  • Conduct independent business analysis and documentation of user requirements.
  • Translate business needs into detailed user stories and acceptance criteria.
  • Serve as subject‑matter expert for user support, ticket analysis, and defect management.
  • Assist Quality Assurance in planning and facilitating user acceptance testing.
  • Perform legislative bill analysis and collaborate with stakeholders.
  • Communicate effectively with agency staff, end users, technical teams, contractors, and vendors.
  • Support onboarding and peer review of deliverables.
  • Perform any other duties as assigned.
Required Qualifications
  • Bachelor’s degree in computer science or a related accredited field.
  • Minimum 5 years of progressive IT experience within the past 8 years, including: business analysis, requirement elicitation, systems and data analysis, enterprise application support, design documentation, user acceptance testing, project management, and technical documentation.
  • Strong written and verbal communication skills.
  • Effective time‑management and decision‑making abilities.
Preferred Qualifications
  • Experience with Azure Dev Ops, Visio, Snag It, SharePoint, Adobe Acrobat Pro, and Microsoft Office Suite.
  • Knowledge of software development life cycle and system implementation.
  • Business Analysis or Project Management training or certification.
  • Certifications:

    PMP, PMBOK, CBAP, BABOK, Agile or Scrum Alliance.
  • Experience with Workday or ERP implementation.
  • Experience with the statewide One Washington program and/or corrections organization.
  • Experience in process standardization.
