The Chief Operating Officer (COO) service unit is offering a temporary Senior Level (SL) detail/temporary promotion opportunity to serve as Budget Officer within the Budget Office, Financial Services Directorate. The selectee will perform senior-level activities related to the formulation, presentation, and execution of the Library’s appropriated budget and provide strategic leadership and oversight of budgetary operations with Library-wide impact.
The selectee will work under the supervision of the Chief Financial Officer. Duties include, but are not limited to the following:
- Serves as the Library’s senior technical authority for budget formulation, presentation, and execution of appropriated funds.
- Directs and oversees the execution of the Library’s operating budget, ensuring compliance with Congressional intent, Anti-Deficiency Act requirements, and Library policies.
- Provides executive leadership and strategic direction to Budget Office staff responsible for budget formulation, execution, Congressional engagement, and financial oversight.
- Leads the development and presentation of the Library’s budget submissions to Congress, including justifications, analyses, and responses to Congressional inquiries.
- Advices the CFO and senior leadership on budgetary policy, execution risks, resource allocation, and long‑range financial planning.
- Represents the Library in high‑level engagements with Congressional committees, external stakeholders, and senior internal leadership.
- Establishes and maintains effective working relationships across the Library to support budgetary decision‑making and mission execution. Provides advice and counsel to staff related to work and administrative matters.
Application Process
Interested candidates should prepare a federal style resume and a one‑page statement expressing interest which highlights qualifications from current and/or past work experience and training related to the knowledge, skills, and abilities listed below:
- Skill in leading others with day‑to‑day guidance in issue resolution, project management, and review of work products.
- Demonstrates a comprehensive knowledge of Federal budget formulation, execution, Congressional engagement, and financial oversight according to Legislative Branch agencies laws, regulations, and policies under which the Library operates.
- Skill in serving as senior expert and liaison to agency management officials on budget formulation, presentation, and execution of appropriated funds throughout the agency.
- Skill in reviewing and providing administrative and policy direction and guidance.
Telework Limitations: The selectee will have to report onsite a minimum of one day per week. In accordance with FSD guidance for SL‑00 and below supervisory officials. Such may be subject to greater onsite activity based on FSD management discretion.
Area of Consideration: Limited to permanent SL‑00 and GS‑15 supervisory and non‑supervisory Library staff. A GS‑15 applicant will receive a SL‑00 temporary promotion. Existing SL‑00 staff will observe a detail with no change in salary. GS‑15 interested applicants must, at minimum, have completed one year of service as a GS‑15.
