Program / Project Manager, Operations Manager
Summary
Serves as Morale, Welfare and Recreation Director - CAT A/B/C for Command Navy Region Northwest, Fleet and Family Readiness Program, Fleet Readiness Division aboard Naval Station Everett. The primary purpose of this position is to act as a subordinate, on‑site manager, representative and technical advisor to the Installation N9 and Region N92 RPD for the planning, organization, administration, management and supervision of the installation MWR programs and activities.
Duties- Responsible for the supervision, maintenance and repair of MWR programs and facilities on the assigned NW installation, ensuring high quality products and services are provided to military personnel, family members, retirees and DoD civilians.
- Ensure all products and services are delivered within DoD, DoN and regional regulations and policies.
- Plan, direct and execute a highly diversified program and advise the site commander on current and future delivery of MWR products and services.
- Work closely with Regional MWR Fitness and Recreation Program Manager and Business Activities Manager on planning, programming, budgeting and execution of Category A, Band C MWR programs, prioritizing allocation of APF and NAF resources.
- Provide training and supervision to subordinate personnel and interpret policies and procedures for the installation MWR organization.
- Maintain liaison with Regional MWR Program and Business Activity Managers, conduct studies of policies and make recommendations after staff work is completed.
- Coordinate and monitor overall policies related to Installation MWR operations and programs, ensuring cost‑effective approaches.
- Implement processes for timely completion of inspections, inspection reports and follow‑up actions.
- Continuously evaluate programs to ensure high quality products and services are delivered within regulations and policies established by Regional MWR Operations Managers.
- Develop NAF and APF MWR budgets for review and approval, ensuring propriety of resource expenditures and accurate inventories.
- Originate and review official and unofficial correspondence related to MWR programs.
- Ensure maintenance and repair work is accomplished for all equipment in MWR facilities, coordinating and submitting work requests.
- Manage industrial relations and personnel resources assigned to the installation MWR organization, including workforce utilization, position management, grievance resolution, recruitment, selection, performance evaluation, promotion, termination and disciplinary actions.
- Ensure compliance with fire, safety, sanitation, security and environmental regulations and administer a comprehensive Safety, Hazardous Materials and Occupational Health Program.
- Carry out EEO policies and communicate support to subordinates.
- Perform other related duties as assigned.
- Ability to obtain and maintain security clearance eligibility.
- Current state driver’s license.
- Occasional lifting and carrying of moderately heavy objects (≈50 lb), standing, stooping and climbing.
- Travel required to attend conferences and workshops.
- Utilization of E‑Verify to confirm eligibility to work in the United States.
Must possess a four‑year college degree in Recreation, Physical Education, Hospitality or Business Administration plus two years of related experience, or five years of experience that provided knowledge of goals, philosophy, principles, methods and techniques of a diverse organization that includes sports, fitness, aquatics, recreation and food and beverage programs.
- Comprehensive knowledge of federal, state and regional policies and regulations, including DoD and Navy policies, regulations and procedures related to planning, budgeting, funding and recreational management.
- Skill in interpersonal relations and negotiation for acquiring compliance, concurrence or approval of policies among Navy organizations, other governmental agencies or contractors.
- Knowledge of management principles, concepts and methods, including operations, maintenance, utilization and financial management.
- Knowledge of personnel management in classification, recruitment and employee development, and experience supervising subordinate personnel.
- Working knowledge of Navy instructions and directives pertaining to operation of MWR programs.
Preferred Experience
- Required:
Four‑year college degree in Recreation, Physical Education, Hospitality or Business Administration plus two years of related experience. - Preferred:
Master’s or equivalent graduate degree in the same fields plus at least two years of experience in two or more DoD MWR programs.
