Position: WIOA Program Lead New Everett, Washington, United States

Career Team is looking to hire a WIOA Program Lead who will be responsible for all coordination of assigned programs and management of services within those programs. The role includes implementation of policies and procedures, analysis of workforce activities for compliance, and adherence to contract requirements. This position reports directly to the Project Director.

  • Responsible for the planning and implementation of a quality management model for continuous improvement and customer satisfaction.
  • Manage and lead program staff to meet or exceed performance goals, ensuring thorough, accurate case file reviews and no disallowed costs with eligibility.
  • Ensure appropriate action is followed to correct deficiencies.
  • Identify community partnerships, collaborate with other professionals, and maintain partner relationships.
  • Strong business acumen.
  • Evaluate and understand performance goals at the beginning of each program year, establish procedures to ensure staff follow prescribed strategies.
  • Develop and maintain effective teamwork strategies.
  • Identify and address staff training needs.
  • Direct, control, and supervise the work activity of career advisors, deliver timely coaching and conduct employee evaluations when scheduled.
  • Utilize and model extreme customer service behaviors in all interactions with internal and external customers.
  • Approach each day and task with a solutions‑oriented and responsive mindset.
  • Author programmatic monthly and quarterly reports.
  • Other duties and projects as needed.

Work location: 100% onsite at the listed location.

Qualifications
  • Bachelor's Degree in Business Administration, Psychology, Social Services or a related field, or equivalent experience with 2-3 years of proven management skills.
  • Minimum of five years of supervisory or management experience.
  • Preferred knowledge of workforce development program operations and development.
  • Strong business knowledge of customer service best practices and performance management.
  • Ability to work with a culturally diverse customer base and exhibit cultural sensitivity.
  • Experience in training and coaching/mentoring.
  • Top‑level project management, organizational, personnel, problem‑solving and data analysis skills, and ability to interact with employees at all levels.
  • Excellent interpersonal skills and both written and oral communication skills.
  • Strong technical skills, proficiency in Microsoft Office and commitment to accountability in a continually improving quality environment.
  • Ability to lead in a dynamic team environment with excellent teamwork and interpersonal skills.
  • Valid driver's license and adequate vehicle insurance coverage.
Additional Skills & Knowledge
  • Strong computer skills in MS Excel and Google Sheets.
  • Experience and knowledge of workforce development contracts/programs.
  • Ability to multitask and be proactive.

Travel

Travel for this role is primarily limited to necessary trips within Snohomish County to support project operations and partnerships. All travel outside of Snohomish County must be submitted for prior approval to the Project Director.
