Job Summary:
The Director of NEMT will build, own, and lead Indigenous Pact’s transportation program across three OTP clinic sites (Auburn, Tumwater, and Spokane/Airway Heights) as well as mobile service units. This role has full accountability for the program’s success, including strategy, fleet management, dispatch operations, compliance, technology, and the leadership of a 2–3 person dispatch team. This is a rare opportunity to design and scale a critical service from the ground up within a mission-driven Tribal health organization, directly impacting access to care for the communities we serve.
Essential Job Functions:
- Develop and lead a multi-year transportation program strategy supporting patient access and organizational growth
- Define the responsibility matrix between Indigenous Pact and clinic teams covering safety, compliance, maintenance, insurance, and ADA requirements
- Build and manage a fleet acquisition and leasing strategy across Eastern and Western Washington
- Ensure compliance with applicable local, state, and federal NEMT regulations
- Evaluate, implement, and manage transportation software platforms; train staff and lead upgrades as needed
- Directly supervise 2–3 dispatchers; develop and implement staff training frameworks across all sites
- Establish KPIs and resource planning models to guide staffing and fleet decisions
- Manage day-to-day program expenditures and identify cost efficiencies within VP‑set budgets
Required Qualifications:
- 7–10+ years in transportation operations, fleet management, or NEMT program leadership
- Experience managing multi‑site transportation programs
- Strong knowledge of transportation regulatory compliance (local, state, federal)
- Experience developing fleet acquisition strategies, training programs, and operational policies
- Strong communication, problem‑solving, and people leadership skills
- Washington State residency or willingness to relocate
Preferred Qualifications:
- Bachelor’s degree in Transportation, Business, Healthcare Administration, or related field (equivalent experience considered)
- Experience with NEMT or healthcare transportation programs
- Familiarity with NEMT routing/dispatch/fleet software (e.g., Route Genie, MTM, Veyo) and ability to evaluate and onboard new platforms
- Experience working with Tribal nations or community‑based healthcare organizations
- Familiarity with OTP, MOUD, or behavioral health environments
- CTTS or similar credential a plus
