IREX office in Ukraine seeks a qualified professional to fill the position of Program Manager of the Ukraine Rapid Response Fund (URRF) to develop and execute project work products, including but not limited to program workplans, timelines, budgets, reports, and other products as identified. The Manager will represent the Program and IREX inside the country and manage the implementation of the URRF Program.
Performs additional duties and tasks to meet the needs of the organization, team, or as assigned by the manager.
Your Background & Skills- Bachelor's degree in related field required; master's degree preferred.
- Minimum 7+ years of progressive job experience, with at least 3 years in international organizations, preferably in the development sector.
- Experience with selecting and managing subawards.
- Experience designing and managing programs and activities that contribute to overall program goals and generate impact.
- Experience managing teams preferred.
- High adaptability coupled with effective collaboration skills.
- Excellent ability to communicate effectively on the technical aspects of implementation with a wide variety of stakeholders.
- Proven track record of working effectively with other projects, media and civil society, government counterparts, and other international partners.
- Effective oral and written communication in English and Ukrainian is required.
- Strong representational and organizational skills.
- Must demonstrate valid proof of unrestricted authorization to work in Ukraine.
- Develop and lead the implementation of program strategies and work plans that align URRF with its approved scope of work, as well as IREX's organizational goals and priorities.
- Ensure that strategic objectives are met through effective program design, management, and adaptation as needed.
- Lead the creation, development, and delivery of program products including timelines, budgets, calls for proposals, direct activities, reports, and presentations.
- Ensure that all program deliverables meet quality standards and are completed on time and within budget.
- Track and assess program performance against set objectives and indicators. Utilize data to make informed decisions and drive program improvements.
- Closely work with Finance and Administrative teams on selecting, awarding, and managing the subawardees of the Program.
- Collaborate with Monitoring and Evaluation staff to develop and implement evaluation frameworks and reporting mechanisms.
- Act as the primary representative of the URRF program, engaging with government officials, partners, NGOs, and other stakeholders.
- Promote transparency, accountability, and integrity in all aspects of program management.
- Ensure compliance with safety and security protocols to protect staff and program results.
- Oversee the achievement of program objectives and targets, driving program excellence and innovation.
- Ensure the strategic production of high‑quality technical products, from co‑design to full adaptation and contextualization of program materials.
- Oversee the strategic development and delivery of training and engagement events, ensuring alignment with program objectives and effective beneficiary engagement.
- Collaborate with M&E staff to ensure comprehensive and strategic reporting of program outputs and outcomes. Drive the development of robust evaluation frameworks and reporting mechanisms.
